School Library System Forums are sponsored annually by New York State Education Department, New York State Library, Division of Library Development. For the last ten years, School Library System (SLS) directors and Division of Library Development staff have met at three to four sites across New York State to share program concerns, discuss current issues and share successes/best practices. Sublette County School District No. 9 Technology Literacy Challenge Fund Award Amount: $104,500.00 Sublette County School District #9 (SCSD #9) and Teton County School District #1 (TCSD #1) have not taken advantage of our current Reg. V BOCES agreement to actively work together. is a result of our two districts collaborating to change this fact. In the consortium this grant seeks to fund, both districts will reach goals in our District Technology Plans while working together to gain educational resources which will improve classroom instruction and student learning. We intend to initiate the following tasks with this consortium:
  • Cement a vital, active partnership between these organizations: SCSD #9, TCSD #1, C-V Ranch, the ERC, Literacy Service Providers, local 4H Groups, our Public Libraries, the Univ. of Wyoming, Central Wyoming College, and Western Wyoming College. Establish the first Sublette County Literacy Service Provider and increase Literacy services in both communities utilizing the expertise of Teton Literacy Services. Significantly increase the use of computers, the Internet and online resources by teachers, students (incl. those with disabilities) and their families by providing access and training.

Three Types of Libraries
Did you know there are over 116,100 libraries in the United States. Of these, 9,000 (8%) are public; 3,400 (3%) are college; 92,500 (79%) are elementary or secondary school libraries; and 11,200 (10%) are special libraries.
Libraries and the library profession are distinctly aligned along three broad "industries." These are public, academic, and special libraries. Each will typically have different funding sources, missions, patrons, materials, and even disseminate their materials differently.
First, public libraries are tax-supported institutions open to all people. They are designed to serve the entire community and to provide lending and reference services to a very broad range of professional and nonprofessional users. Questions come from small children to senior citizens and cover varied topics such as history, literature, poetry, science, business, employment, education, hobbies, investments, and travel.
Public libraries tailor their collections to best meet the needs of their host community. Most public libraries have basic reference and research collections, but a few metropolitan institutions, such as those in New York, Boston, and Philadelphia, house research collections comparable to those at the best university libraries.

Jerry Krois , deputy state librarian, Wyoming State Library and an alternate on the BCR Board of Trustees, was elected vice president/president elect of the Association of Specialized and Cooperative Library Agencies (ASCLA), a division of ALA. BCR member states Wyoming Montana Kansas and Iowa are among the top 10 states in the country in terms of "technology sophisticiation," according to a survey conducted by an independent educational research firm reported in Technology/Cybertimes on the Web. They lead the nation in the use of technology to connect classrooms and school media centers to the Internet. SELECTION OF INSTRUCTIONAL MATERIALS
The board of trustees is legally responsible for all matters relating to the operation of the schools.
The responsibility for coordinating the selection of instructional materials, and making the recommendation for purchase, is delegated to the professionally trained personnel employed by the school system.
Although one may defend the freedom to read without reservation as one of the hallmarks of a free society, there is no substitute for informed, professional, and qualified materials selection.
Classroom and library/media materials will be selected principally by those professional staff members who use them: librarians, classroom teachers, appropriate departments, building principal, district office, etc. Those involved in the selection process should be in a position to develop a statement explaining why particular materials were chose and in how they are to be used. SUCH A PROCEDURE GIVES EACH PERSON INVOLVED IN THE SELECTION PROCESS THE RIGHT TO EXPECT SUPPORT FROM FELLOW TEACHERS AND ADMINISTRATORS.
This policy will RESPECT the right of the individual parent and student.

State Library Completes Program Audit
Last year the Governor's Office of State Planning and Budgeting asked the Department of Education to conduct a program of audit of all CDE programs over a three-year time frame. The Colorado State Library conducted its audit in this, the second year, of the program. The State Library engaged Dr. Augusto Diana from the University of Denver to coordinate the audit and write the final report. During the audit, a committee composed of representatives from the State Library, Regional Systems, the Colorado Resource Center at the Denver Public Library, the Colorado Council for Library Development, the Resource Sharing Board, and the Budget Office at the Colorado Department of Education met to oversee the audit. The Audit Committee analyzed each State Library program and conducted a survey of school, public, and academic libraries around the state.
The Audit Report was submitted to the CDE Budget Office in July and was submitted to the Governor's Office with the Department's official budget request on August 1. An introductory summary of the Audit Report is available on the

History
Prior to 1990, the Cody Schools were no doubt typical of most schools across the nation in terms of technology development with a few computers in office areas doing limited student management tasks and some placed in instructional areas mostly at the high school level. It was very apparent there was no comprehensive plan to guide decision making thus the district was in a reactive rather than a proactive posture. Beginning in 1990 a district technology department was established and a position of a district technology coordinator was implemented. Guided by a district technology plan the Cody Public Schools has installed infrastructure to support eight (8) 10 megabit local area data networks ( LANS ), integrated a 10 gigabit wide area delivery system ( WAN ), replaced six (6) phone systems with digital technology allowing for the installation of phones and PA services in every classroom, developed compressed video services and installed cable TV services in every classroom with satellite TV services available at four (4) sites.
