It is generally conceded that an effective educational system is a prerequisite for sustained economic development. The contemporary work place requires a literate, skilled problem solver. Historically, West Virginia has lagged behind much of the nation in promoting education; however, this is no longer the case. For the past number of years, West Virginia has been undergoing an educational revolution, and Wyoming County has been an integral part of this revolution. The administration of education in West Virginia is organized around county school districts. County government does not control local education but, rather school districts and county government share a common border. They are separate units of government. In West Virginia, the state government is relatively powerful in establishing educational policy. State government disproportionally funds education, and therefore, the State Department of Education often establishes policies which local districts must implement.

ACDS is a collaborative project sponsored by the U.S. Department of Labor West Virginia Bureau of Apprenticeship and Training, the state Department of Education, River Valley Child Development Services, and county vocational schools. The state Department of Health and Human Resources has provided some funding for ACDS classes, along with Head Start, and the Benedum Foundation. The West Virginia ACDS system will serve as an example of promising practices for other states. The apprenticeship program is operating in some form in several other states, including Arkansas, Florida, Maine, Maryland, Minnesota, Montana, Ohio, South Dakota, and Utah. The Diverse Forms of Tech-Prep: Implementation Approaches in Ten Local Consortia - 1995
VIII. Logan, West Virginia
The Tech-Prep consortium based in Logan, West Virginia, was formed in fall 1990 by administrators at the two campuses of Southern West Virginia Community College (SWVCC) and the Logan and Mingo county vocational schools. These individuals also served at the start as the consortium's steering committee. Early development of the Tech-Prep concept involved the two county vocational schools, three comprehensive high schools and five junior high schools in the two county school systems, and a four-year state college. In 1992, the consortium expanded to include three more junior high schools. Five businesses and two trade associations have also been active enough in supporting and contributing to development of Tech-Prep to be considered members of the consortium. In the Logan and Mingo economies, the dominance of coal mining and high unemployment divide the nonfarm work force of about 30,000 into three strata. The mining industry, which employs 20 to 30 percent of the work force in the two counties, pays well; people who have jobs in coal mining are generally in the upper-income stratum. Other sectors of the economy offer less attractive wages and account for a middle stratum. The unemployed form a substantial low-income group; unemployment rates were 14 percent in Logan County in 1992 and 11 percent in Mingo County. As a result of this wage and employment pattern, overall per capita income in the two counties is roughly comparable to the statewide average, but per capita income for the employed is among the highest in the state.

"Schools across America are working to meet President Bush's call to leave no child behind," Secretary Paige said. "Educating America's students is primarily a state and local issue, but the department is working to support the needs of West Virginia's disadvantaged students without unnecessary federal red tape." Following are among the highlights of the grant award programs for West Virginia:
  • Title I grants, the largest federal education activity for pre-K through grade 12, helps districts close the achievement gap between high- and low-poverty schools by targeting resources based on the number of children in poverty. Even Start, a Title I component, supports local family literacy projects that integrate early childhood education, adult literacy or basic education, as well as parenting education for families. $60.4 million.

  • The application (online at http://access.k12.wv.us/internet/dnsapp.pdf ) is completed by the school or county contact and mailed to the West Virginia Department of Education (WVDE) along with the appropriate local acceptable use policy (AUP). The AUP must address web publishing or state that the school/county is following the web publishing guidelines of Policy 2460 (online at http://wvde.state.wv.us/policies/p2460.html The WVDE will review the application for completeness. Only approved applications will be entered in the domain name server. The school or county contact will be notified when the URL is active.
  • The WVDE has a Class B set of IP addresses (168.216.x.x) which have been equally divided, with half in the northern PIX firewall and half in the southern PIX firewall. Schools and counties have migrated to using "private" IP addresses (10.x.x.x) instead of the "public" 168.216.x.x addresses on computers. Because of this, any school or county web server must be registered with the WVDE in order to be visible on the Internet. There are two IP addresses associated with a registered K-12 web server. The actual IP address on the school or county server (a 10.x.x.5 address usually) and the IP address in the PIX firewall (which is a 168.216.x.x address).     Summary: Overview of the Strategy
    School-based Strategies School-based strategies at the West Virginia Schools for the Deaf and Blind have been adapted from best practices of existing School-to-Work partnerships of county school systems throughout West Virginia, transition programs for students with disabilities, and vocational evaluations provided by the West Virginia Division of Rehabilitation Services. Classes in Introduction to the Clusters are taught to all 8th graders, Introduction to the Majors to 10th graders, and a special transition class for the visually impaired is taught at the School for the Blind. These classes, along with the results from vocational evaluations, an integrated Program of Studies, and hands-on exploration help students to narrow their focus and individualize their career paths. Disability-specific mentors in jobs related to students' interest foster their self-confidence. Individualized Transition Plans (ITPs) are developed with input from the students and guided by pertinent vocational and educational assessments.
    Work-based Strategies
    Service learning is a major contributor to work-based learning at the Schools for the Deaf and the Blind. In addition, students engage in after-school jobs within the community and work-adjustment training through the Division of Rehabilitation Services.

    The West Virginia Department of Education is offering both short- and long-term recommendations to school districts to help establish safe schools which protect the children and the professionals who teach them. At the top of the list is a "No Tolerance" policy on violence, where violence is defined as occurring whenever anyone inflicts or threatens to inflict physical or emotional discomfort or injury upon another person's body, feelings, or possessions. For a complete list of recommendations, contact the West Virginia Department of Education at (304) 558-2546. West Virginia State Police Troopers in each of the state's 55 counties are working in conjunction with local school districts to provide special training for teachers and administrators. The project, called Detecting and Dealing with Firearms in the School , covers what to do when a dangerous situation arises, how to handle a student with a weapon, and other subjects relating to school safety, such as method of dress, gang identification signs and symbols, managing a fight scene, motivational information, bullying behaviors, and aggression prevention and control.
