In keeping with the wishes of its donors, the Claude Worthington Benedum Foundation is a regional philanthropy focusing on West Virginia and Southwestern Pennsylvania. The Foundation generally spends about two-thirds of its grant dollars in West Virginia and one-third in Southwestern Pennsylvania. WEST VIRGINIA GRANTS PROGRAM Geographic Focus The geographic area for this program encompasses the State of West Virginia. Never losing sight of the Foundation's historical commitment to the State's rural poor and other vulnerable populations, the initiatives included in this agenda are intended to improve the social and economic conditions of all West Virginians. Because we seek to build the capacity of West Virginians to meet their needs as they see them, and to that end understand the importance of working collaboratively with the public and private sectors within the State, the Foundation typically supports only West Virginia-based organizations. Programmatic Focus Many social problems are a result of several interconnected factors. Because the Foundation is committed to the general well being of all West Virginians, this agenda is designed to respond to a range of social needs and their interrelationships. The 2002 FBI PMI positions are located in Washington, D.C., and in Clarksburg, West Virginia. While PMIs, in the course of their duties, will have the opportunity to work closely with and may have the opportunity to travel to various FBI field divisions, they will only be assigned to one position either in Washington, D.C., or in Clarksburg, West Virginia. It is also important to keep in mind that the interview and selection process at the FBI is handled by each unit or office that is hiring; therefore, PMI applicants should not assume that interest expressed to one office will indicate interest in any other FBI positions. PMIs should be certain to contact each point of contact regarding the position for which they wish to apply.

CONTACT West Virginia University officials will be putting their energies into six areas to deal with the financial situation it faces over the coming year, WVU President David C. Hardesty Jr. told Board of Governors members Friday (Feb. 7) during its monthly meeting in the Mountainlair. Facing a 13 percent reduction of expenditures amounting to some $25 million to $30 million, plus increasing costs of insurance and declining reimbursements for academic medicine, Hardesty called for the following "straightforward" strategies:
  • Keep enrollment growth strong. With applications and acceptances running ahead of last year’s numbers, Hardesty predicted the main campus could grow another 500-1,000 students. Seek tuition and fee increases of 9.5 percent, about $155 each semester for in-state students – a figure Hardesty said is "manageable" with the success of various WVU scholarship programs and the state’s investment in both merit-based and need-based programs. While the increase would be more significant for non-residents, he noted WVU is still considered one of the top 100 "best buys." Pursue legislation that gives WVU flexibility to act quicker to meet the demands of the financial crisis and achieve more flexibility in operating procedures, thus achieving more efficiencies.

The Chief Financial Officers Act of 1990 was enacted to improve the financial management practices of the Federal Government, and to ensure the production of reliable and timely financial information for use in the management and evaluation of Federal programs. The Government Management Reform Act (GMRA) of 1994 furthered the objectives of the Chief Financial Officers Act by requiring all Federal agencies to prepare and publish annual financial reports, beginning with fiscal year 1996 activity. At the same time, the GMRA authorized the Office of Management and Budget to implement a pilot program to streamline and consolidate certain statutory financial management and performance reports into a single, annual Accountability Report. The 1996 Accountability Report is the Department's first report under the pilot program. The objective of this report is to provide complete and concise financial and performance information about how well the Department has achieved its financial program objectives, and managed its limited resources of people and available funding during 1996. JOSEPH J. FRIEDL JR. Joe Friedl assumed duties in 1990 as Director for Budget and Finance after previously serving as Deputy Director and Chief, Budget Division. He entered the Senior Executive Service with his promotion to Deputy Director. He is responsible for a staff of 46 professionals in budgeting, accounting, reporting, debt collection, and special funds for the Office of the Secretary of Defense (OSD). His duties include the direction and administration of financial management operations in support of OSD and WHS programs, projects, and activities. His fiscal responsibilities include the budget formulation, presentation, execution, and accounting for programs for selected DOD activities. Before joining WHS, Joe was a senior budget analyst for the Under Secretary of Defense (Comptroller) and a budget analyst for the Army Comptroller. Central Regional Director Jane Clements is responsible for providing training, technical assistance, and monitoring all of the benefits and services offered by 30 local services agencies in the Central Virginia area. Clements managed the policy and legislative functions for the Division of Child Support Enforcement for nine years. Clements also served in the Eastern Regional Office as an employment specialist.
