In West Virginia, the Rural Utilities Service (RUS) administers a water and wastewater loan and grant program to improve the quality of life and promote economic development in rural areas. RUS is a new Agency created in October 1994 by the reorganization of the U.S. Department of Agriculture. The program was previously administered by the Rural Development Administration and the Farmers Home Administration, which were abolished by the reorganization. At the local levels, the program is administered by field offices of USDA - Rural Development. Programs administered by the Rural Utilities Service include Water and Waste Disposal Direct and Guaranteed Loans, Water and Waste Disposal Grants, Technical Assistance and Training Grants, Solid Waste Management Grants, Rural Water Circuit Rider Technical Assistance, and Emergency Community Water Assistance Grants. Information about the water and waste disposal programs and advice on how to assemble information to determine engineering feasibility, economic soundness, cost estimates, organization, financing and management matters may be obtained from the Rural Development field offices.

    Legislative Priorities 2003 West Virginia Legislature
    Based on concern for the dignity and well being of all God’s creation, the West Virginia Council of Churches promotes a Christian witness on public policy issues. The following are of ongoing concern: Quality of Life The West Virginia Council of Churches encourages the Legislature to develop legislation that would ensure a living wage and adequate health care coverage for all West Virginians. Welfare Reform The West Virginia Council of Churches supports legislation that would provide for the basic needs of persons in poverty until such time as they could become self-sufficient. We oppose cuts to TANF programs providing direct economic support to families, such as cuts in cash assistance, child care and transportation supports, stricter eligibility time limits, and permanent sanctions. The Council also supports legislation that would allow post-secondary education to be counted for work requirements under TANF. Income Tax Threshold West Virginia is one of only six states that taxes persons whose incomes are below poverty level. The West Virginia Council of Churches supports raising the state income tax threshold to at least the federal poverty level, with a graduated tax scale to 150 percent of poverty level. Tobacco Use The West Virginia Council of Churches supports efforts to raise the excise tax by $1.00 per pack on cigarettes, as well as an increase on smokeless tobacco during the 2003 session of the West Virginia Legislature. This action is predicated on our concern for: 1) our state’s leading the nation in the number of youth using tobacco products; and 2) the impact to the future health of our citizens and the corresponding costs of health care if this trend continues.
