West Virginia Sheep Management Project Project Mission Home The West Virginia Sheep Management Project is an outreach of West Virginia University. The long-term goal of the Project is to help farmers realize a greater return to sheep production and to help revitalize the sheep industry in West Virginia. The initial focus of the Project has been on the development and implementation of out-of-season breeding and lambing programs. Out-of-season breeding and lambing can increase marketing flexibility and give producers the opportunity to capitalize on spring market incentives . The project also offers synchronization programs for use by producers targeting special ethnic and religious holiday markets and for those wanting to concentrate labor at lambing time. In some areas of the state, fall lambing programs also provide a management tool that may help reduce lamb losses due to predators. A survey of shepherds in 23 West Virginia counties indicated that in 1995-1996, coyotes accounted for 83% of all losses of lambs and 30% of all losses of ewes to predators.

Since December 31, 1993, EPA regulations have required that businesses owning and/or operating certain regulated underground storage tanks (USTs) be able to demonstrate their ability to pay for damage caused when their tank system leaked; costs for cleaning up a site and compensating others for their bodily injury and property damage. Maryland, the District of Columbia, Delaware, and New Jersey have required businesses in their respective jurisdictions to comply with federal Financial Responsibility regulations through methods identified in CFR 280 Part II. This, for most businesses, consists primarily of Pollution Liability, or as it is more commonly known, tank insurance . West Virginia developed a State Fund but participation is optional and private insurance is often a more flexible and cost-effective alternative. Pennsylvania and Virginia developed State Funds but made participation in their programs mandatory. Since January 1993, DANA Insurance and Risk Management has been the Mid-Atlantic region's leader in providing tank insurance to Category II, III and IV marketers and non-marketers. WI Alaska: Alaska Cooperative Extension is working with the Agricultural Community in Alaska conducting the Annual Agricultural Symposium and annual Potato and Vegetable Growers conferences. The Regional Service Office of the Risk Management Agency in Spokane, WA and Washington State University will be providing introductory sessions on risk management at these conferences. In Alaska, natural resource based activities including fishing, timber harvest and aquaculture are important and reindeer management is the largest animal production system. These latter groups will be targeted for risk management education with district staff involved to ensure that individual operators are better versed on the topic. California: A series of conferences and seminars on financial, risk and labor management are being held throughout the coming months. Seminar sessions will cover markets, production and finance, labor supply and management, environmental regulations and water issues, and family finance and estate planning. The Office of Social Services (OSS) is located within the Bureau for Children and Families of the Department of Health and Human Resources. The function of OSS is to provide the Department with the development, planning, policy formation, and oversight of child welfare and adult services programs. The West Virginia Children’s Home is also administered by the Office of Social Services. The Office of Social Services performs statewide administrative functions such as planning, grants management, child welfare and child care licensing and regulatory development, administration of the interstate compact on children, contracting for the delivery of social services, program delivery monitoring, budgeting, financial monitoring, vendor payment, as well as the development and maintenance of a social services automated information, management and payment issuance data processing application. In addition, staff of OSS provides consultation and technical assistance to the field offices on case related and operational issues.

    Logger educational programs have been established in many states, with most being voluntary. Curriculum and teaching methods vary by state. However, the overall purpose of many of these programs is to provide loggers with the "critical thinking skills" needed to improve their harvesting practices, work safety, economic viability and protect the environment. In addition, they address public concerns and fears about timber harvesting, that could preclude unwarranted regulations and local logging ordinances. This training for loggers have facilitated many behavioral changes and recommended BMP's(Best Management Practices) are in place.
    RELEVANCE
    Logging is a significant business in the U.S. It is estimated there are 25,000 logging firms nationwide with 150,000 harvesting professionals. Logging is the first stage for an industry that makes up 7% of the Nation's manufacturing economy. It is estimated there are 483 million acres of commercial forests nationwide with approximately 5 million acres harvested annually.
