Legislative Update March 10, 2003 Education: The Neglected Issue This Session
Legislature Fails to Address PEIA, Retirement or Salaries. Instructional Support and Enhancement Days Passes. School Calendar placed in study.
From the start, the legislative session focused on medical malpractice, workers compensation, ATVs, and raising the tobacco tax in order to fund Medicaid; not on key issues in public education. This legislature is much different from those of the past. It contains many new faces as a result of the last election and few of those elected are true friends of education. The downturn of our state and national economy coupled with the election losses of many of our friends leave the legislature as a less favorable environment for education. When the session concluded on March 8, few education bills survived. Below is a synopsis of the action around the major education issues.

We still call ourselves home schoolers. We love to be called home schoolers. We readily answer to that name with barely concealed pride. The modern pioneer home schoolers are still among us. When we go to national conferences we still talk on a first name basis with the original great movers and shapers of the movement. "Home School" is comfortable as an old shoe and we are known far and wide by that name. The old Frequently Asked Questions are still voiced, but with a more receptive tone nowadays.

Making Child Care Work for Everyone
National Association for the Education of Young Children
The High/Scope Educational Research Foundation, in collaboration with the National Association for the Education of Young Children (NAEYC), established the Program Recognition Project to identify programs offering high-quality services and above-average staff compensation, while maintaining affordable fees for families. One hundred and four programs either applied or were nominated to be considered by the Program Recognition Project. Through initial reviews and on-site assessments, the High/Scope staff selected ten exemplary programs. These programs represented a range of service types and reflected a diversity of affiliations. Almost all of the programs share certain features and goals that point to some keys to success for achieving high-quality care and education, good compensation for staff, and fees that are affordable to parents. The following are the common characteristics of the selected exemplary programs that make child care work for everyone. These programs:

Vision
West Virginia shows genuine respect and value for all children, including children whose needs present special challenges. Children and families have the choices and information they need to access, utilize, and benefit from all community settings. Community providers receive the support they need in helping children succeed through a statewide integrated system. Mission The role of the Map team is to:
  • Increase community awareness regarding the need for inclusive child care. Promote the integration and development of new and existing collaborative efforts.
Recent State Efforts to Support Inclusive Child Care
  • initiatives designed to improve the quality of care for all children , including children with special needs. One of the major goals of the agency, in cooperation with other state early childhood programs (WV Birth to Three, Public School Preschool Special Education, and Head Start), is to develop training for all early childhood programs in the state and to ensure that the training is inclusive of all children. CCDF has supported the following quality initiatives:
    • The WV Apprenticeship for Child Development Specialist (ACDS)
      • Apprenticeship is a two-year (four semester) training program that combines classroom instruction with on-the-job training for practitioners working in early education and care programs. The program includes a semester on working with special needs children. West Virginia is proud of this very successful model for training early childhood practitioners. The model has received national recognition and is being duplicated by other states.
