Morgantown Plans for Metropolitan Designation
By DANNY FORINASH
dforinash@statejournal.com
MORGANTOWN Community leaders in Monongalia County believe the federal government will designate Morgantown a metropolitan statistical area (MSA) sometime this year, most likely before July and possibly before the end of May. It's continued population and job growth are the reasons, but the effects are unclear. "The real question is how large of an impact," said George Hammond , director of the West Virginia Economic Outlook at West Virginia University 's Bureau of Business and Economic Research . "I doubt it hurts." The state already has seven MSAs, but only Charleston is totally within the state. Huntington, Wheeling, Weirton, Berkeley and Jefferson Counties, Park-ersburg and Mineral County are included in outside MSAs, which means Morgan-town would be only the second in-state metro area. "It jacks up our profile and puts us on the map,"

In its general charitable purposes, a community foundation is much like a private foundation; its funds, however, are derived from many donors rather than a single source, as is usually the case with private foundations. Further, community foundations are usually classified under the tax code as public charities and therefore are subject to different rules and regulations than those which govern private foundations. (The site(s) listed below are launched in new browsers.) Beckley Area Foundation, Inc.

"All power is vested in, and consequently derived from, the people..." Article III, Section 2 The Constitution of West Virginia
The West Virginia Legislature was established by the West Virginia Constitution as the lawmaking branch of state government.
Our Legislature is comprised of 100 delegates and 34 senators, each elected to represent the voice of their constituents. These legislators meet in formal session for 60 days each year. During session, the city of Charleston becomes a mecca for people and groups promoting ideas they believe should become law. Bills which affect you, and affect every citizen of the state, are researched, drafted, discussed, changed, debated and voted upon during these 60 days. In essence, the future of the state of West Virginia is charted by these 134 individuals.
This surge of activity, the incoming tide of information and the increased numbers of citizens participation in the lawmaking process necessitate the hiring of additional staff to assist lawmakers in their public service.
If you want to help shape West Virginia's future, here's your chance to work one-on-one with state leaders. Internships with the Legislature provide a transitional step from the academic world to the work world.

Morgantown, WV EDUCATIONAL CHALLENGE West Virginia has the lowest percentage in the country of residents who have attended college. Although a recent survey showed that more than 40% of West Virginians want a college education, they feel that pursuit of it conflicts with full-time jobs and family life. In addition, attending on-campus classes means spending time and money on traveling over rugged West Virginia terrain. West Virginia University's (WVU) challenge is to provide access to higher education to all of the state's adult population. It believes that to do this it must first mobilize, state wide, all key institutions concerned with education and telecommunications. WVU will set a system in place which will provide the personal support West Virginia adults will need as they work toward a degree through distance education. PROGRAM West Virginia University has performed a careful and extensive study of adult West Virginians, of their educational wants and needs and the obstacles they face trying to fulfill them. Based on this study, West Virginia University in cooperation with the West Virginia Higher Education System, the West Virginia Educational Broadcasting Authority, the West Virginia Library Commission, and SATNET (the statewide satellite delivery network), has developed a program to increase access to higher educationto the higher education wanted and neededfor these adults. Called Project Breakthrough, it would:

Background
Established in 1867, West Virginia University (WVU) is an important educational and cultural institution in its home state. The main campus of West Virginia University is located in Morgantown, near West Virginia's northern border. It is one of only 46 public universities that serve their state as research and land-grant institutions. The four regional campuses are Parkersburg, Montgomery, Potomac State, and Charleston Area Medical Center. Through its 13 colleges and schools, WVU offers 168 bachelor's, master's, doctoral and professional degree programs, and also serves as the area's premier Doctoral/Research universities. The program, classified by the Carnegie Classification of Institutions Of Higher Education as "extensive," based on the complexity and breadth of the institution's mission, is the only comprehensive doctoral- granting institution in West Virginia, and serves as the state's major research and development center. Each year, WVU faculty conduct over $88.7 million in sponsored contracts and grants. In 2001, WVU embarked upon a program to standardize wireless technology at its three main campuses and four regional campuses.
