WELFARE REFORM: Myths vs. Facts The federal Family Support Act of 1988 sought to transform Aid to Families with Dependent Children (AFDC) from a program that makes it possible for single mothers to stay home with their children into a mandatory work and training program. The controvers ial legislation was just the first of a series of welfare reforms that seek to dictate the behavior of women on public assistance. Some states now deny additional benefits for children born to women on welfare. Others cut benefits to families who fail t o see a doctor, keep kids in school or pay rent on time. In the name of fraud prevention, some states now fingerprint welfare mothers. And in the White House and the Capitol, the current welfare debate centers around how best to impose a two-year limit on participation in the program. As a candidate, Bill Clinton promised to "end welfare as we know it." Advocates and women on public assistance would also like to change the system "as we know it" so that AFDC could be both a decent safety net and a means of escaping poverty. But it is clear that the current reform debate has less to do with practical improvements and more to do with limiting the length of time a client can be in the program, and making that period as difficult as possible.

The piece that follows my comments appeared in the New York Times. It isn't on the Times Web Site now, so I pass it along. I think it represents the shape of things to come vis a vis welfare reform generally. There's a distinction drawn by people interviewed in the piece between workfare jobs and "employment." This is one of those silly illusions that will have to disappear if we're ever going to survive welfare "reform" without turning the entire country into a Dickens novel. Since this point seems to elude most people debating welfare reform, I will put it obnoxious capital letters IN MOST AREAS OF THE COUNTRY, NEITHER THE PRIVATE SECTOR NOR GOVERNMENT WILL HAVE ENOUGH JOBS TO HIRE EVERYONE NOW ON WELFARE. Here in Philadelphia, there are between 60,000 and 70,000 heads-of-households on welfare who will be entering the labor market over the next five years. There are now already 57,000 people who are officially *unemployed*. The City continues to lose jobs. So where are all these people supposed to find "unsubsidized" work? The standard for workfare assumed by many people in thes Times article is that it is supposed to help people get "real" jobs that is, jobs that aren't financed by welfare payments. Uh huh. These *real* jobs don't exist. Welfare recipients will either do these community jobs or they won't work at all. When Jeremy Rifkin lays out this scenario for the entire society in "The End of Work," he's seen as a visionary. Wellhere's the vision, folks, brought to you by the Personal Responsibility Act of 1996.

Overview of California's General Assistance Programs
  • In 1931, the Legislature enacted Section 17000 of the Welfare and Institutions Code, requiring counties to assist all indigent residents who are not supported by their friends or relatives or by state or private institutions. This responsibility preceded the creation of the Supplemental Security Income (SSI), Aid to Families with Dependent Children (AFDC), and other income assistance programs.
  • Today, General Assistance (GA) is California's welfare program of last resort.
  • While state laws establish minimum GA grant levels, the actual grant levels and eligibility and program rules vary markedly among counties. In many ways, California has 58 general assistance programs.
  • Data on GA programs are very limited, both within the state and nationally.
Who Receives GA?
  • General Assistance caseload statewide is about 155,000 people.
  • General Assistance recipients tend to be unemployed single adults without children. Many have substance abuse or mental health problems or prior criminal convictions. Many are disabled or elderly and are applying for SSI. Some are legal immigrants.
  • Distribution of the GA caseload is uneven. Los Angeles County has 35 percent of the state's population and 59 percent of the GA caseload. Three counties have three-quarters of the state's GA caseload: Los Angeles, San Francisco, and Alameda.

Our Reasons for Concern Millions of U.S. residents are still deprived of the basic necessities of life and trapped in poverty within our affluent society. Continued widespread poverty in the midst of affluence reflects the negligence of all levels of government to meet the needs of all people, as well as the distorted value systems of our society.
