There is no room in the Washington we want for violence, poverty, injustice, intolerance, or drug abuse.
Accomplishments:
Washington is a national leader in public health, services for the elderly, welfare reform, child care, health care, and corrections. We have new laws to make schools safer, expand drug treatment, protect vulnerable children and adults, and reform health insurance. We are using new technologies to improve public safety and health, while streamlining delivery of human services. Plans:
As budget pressures increase, we must preserve the vital services that protect children and vulnerable adults, keep our communities safe, and help people achieve independence. Approximately 106,000 students are enrolled in DoDEA schools, with approximately 73,500 students in the DoDDS system, and approximately 32,500 students in the DDESS system. DoDDS employs approximately 6,200 instructional personnel, DDESS approximately 2,600. The DoDEA instructional program provides a comprehensive pre-kindergarten through 12th grade curriculum that is competitive with that of any school system in the United States. DoDEA maintains a high school graduation rate of approximately 97%. Children of enlisted military personnel represent 80 percent of the total enrollment in DoDEA schools; minority students account for 40 percent of the total enrollment. Approximately 80 percent of DoDEA students have parents that do not have a college degree, and approximately 50 percent qualify for free or reduced price lunches (due to the generally low military pay scales for personnel in the junior enlisted ranks). Because military assignments often result in frequent moves, the transient rate for DoDEA schools is 35 percent. In the DDESS system, the parents/guardians of the majority of the students (60 percent) are affiliated with the Army. In the DoDDS system, approximately 35 percent of students have parents/guardians in the Army, and 32 percent have parents/guardians in the Air Force.

October, 2001 Contents ESEA Update In late October, the Conference Committee on the reauthorization of the Elementary and Secondary Education Act (ESEA) ratified staff agreements on various titles, including education technology. Although the conferees agreed on provisions within the new education technology block grant (outlined below), the issue of whether particular education technology programs (such as Preparing Tomorrow's Teachers to Use Technology, Star Schools, Community Technology Centers, Ready to Learn and Ready to Teach) will be consolidated within the new block grant or remain as separately authorized programs still remains to be resolved. Conferees continue to work on resolving major differences within the bill. The conferees still need to address provisions related to flexibility (Straight A's and transferability), professional development, accountability and testing, and Title I. Rep. John Boehner (R-OH) stated during the last conference meeting that the committee was close to resolving the major lingering differences. The Conference Committee has scheduled another meeting for November 13, but final action on the bill may not occur until early December.
