Upon graduation from the United States Naval Academy in June 1967, he was commissioned as a Second Lieutenant. He completed Marine Officer Basic School in Quantico, Virginia and reported to the Republic of Vietnam as a rifle platoon leader and subsequently as an assistant operations officer. Upon return to the U.S., he held several key positions in Washington D.C. and then reported to Thailand in 1972 as a Security Element Executive Officer and Operations Officer. General Pace has held leadership positions at nearly every level of command including: Commander of a Marine Infantry Battalion, Assistant Commander of a Marine Infantry Division, Commander of Marine Recruiting Station Buffalo, NY, and Commander of Marine Barracks Washington, D.C. W ashington State experiences natural hazards including floods, wind and storm damages, wildfires, and volcanic eruptions. The state is especially vulnerable to earthquakes. It also faces technological hazards, including terrorism, nuclear power plant incidents, chemical weapon stockpile incidents, and hazardous materials spills—all of which require well-organized preparedness, coordination, and effective response at the state and local levels. The Emergency Management Division’s focus is to work in partnership with federal, state, and local agencies, volunteers, and private organizations to reduce the potential effects of these hazards. Authority for Emergency Management Division (EMD) includes Chapters 38.52 and Revised Code of Washington ( RCW and Title 118 Washington Administrative Code ( WAC
In February 2002, the Washington Emergency Management Division reorganized. The changes are the result of an extensive study of the division’s performance and effectiveness. While the division’s employees are equal to the unprecedented challenges of 2002, the review identified how to improve effectiveness. Who does he think he’s kidding? "Far from emerging as a stable democracy," Human Rights Watch concluded in a recent report, "Afghanistan remains a fractured, undemocratic collection of ‘fiefdoms’ in which warlords are free to intimidate, extort and repress local populations, while almost completely denying basic freedoms." In most parts of the "new" Afghanistan, security and local government has been entrusted to warlords who have human rights records just as revolting as the worst commanders under the Taliban. And the U.S. government bears direct responsibility for this. They have promoted killers like Abdul Rashid Dostum, who controls a force of several thousand troops and huge areas of land around Sheberghanand who is being investigated by the United Nations (UN) for war crimes. WASHINGTON Guess where the U.S. military has landed? On the grounds of high schools all over the country. Military recruiters are using President George W. Bush's 2001 education act plus this year's law authorizing Pentagon spending programs to demand that principals hand over the names, addresses and phone numbers of all their students who are juniors and seniors. What's going on here? What about privacy rights? Some principals, citing laws saying that information on students is strictly confidential, were told emphatically earlier this year that little-known provisions of the military authorization measure and the No Child Left Behind Act "override any previous restrictions ... about disclosing student information to military recruiters." Education and Defense Department officials insisted that educators must now notify parents at the beginning of each school year of their intention to give the military the information it wants about the students.

Why Question the Military's JROTC Program?
School boards across the country, from Richmond, CA to Roane County, WV, are saying no to the Junior Reserve Officers Training Program (JROTC). They're finding JROTC too controversial, too likely to promote violence, too expensive, too controlled by Washington, too discriminatory, and too much at odds with the goal of creating critically-thinking students in gun-free schools. Have you looked at JROTC lately?
Instead of an alternative to violence, JROTC brings guns into the schools. Often, JROTC teaches students to use them. Students in a JROTC unit in Long Beach formed a military-style gang and murdered one of their members. In Detroit, a student shot another student in the hall of the school on the orders of the student gang (and JROTC) leader. In Arizona, a camouflage-clad JROTC student murdered 9 Buddhist monks. In SF, CA, a student's eardrum was broken in a hazing ritual that had gone on, with JROTC instructors' knowledge, for years. This doesn't happen in math classes, so why here? Military training glorifies war. Ninety percent of all JROTC programs train students to fire rifles or pistols. All of them drill with guns and teach military history, customs, traditions, and beliefs. In JROTC, too many kids learn, from example, that violence is acceptable.

NAFIS held its annual Spring Conference March 23-25 and despite a newly launched war with Iraq, it was well attended and successful. Members from a great many school districts made their way to Washington to fight against Bush’s ’04 budget cuts in Impact Aid, which would not only equal $172 million in loss, but it would eliminate military "b" children from the program, which is any child who does not live on a military base or Indian land, as well as federal low-rent housing kids. Our members took their objections to these cuts to the Hill and fought for the cause in many meetings with Hill staff and members of Congress.
A luncheon followed, with a speech by Congressman Rick Larsen of Washington state. Rep. Larsen touched on many subjects, including how wrong this time is to cut education funding, and the responsibility of the federal government to Impact Aid recipients. "Nationwide there are 1,275 school districts that receive Impact Aid funding," said Larsen. "We’re talking 1.2 million children that the federal government has promised to help, but never once actually has." He also passionately spoke of his opposition to cut military "b" children out of the program and how now, more than ever, we need to support our military families. "In this time of uncertainty and unpredictability, and as our nation fights a war with Iraq, our brave women and men in the military
