Lennox, Jr. Superintendent United States Military Academy, West Point Lieutenant General William James Lennox, Jr. of Houston, Texas, assumed duties as the 56th Superintendent of the United States Military Academy at West Point, New York on 8 June 2001. He entered the Army following graduation from the United States Military Academy in 1971, where he earned his commission as a lieutenant of Field Artillery. In addition to his Bachelor of Science degree from the United States Military Academy, General Lennox holds a Masters Degree and a Doctorate in Literature from Princeton University. His military education includes the Field Artillery Officer Basic Course, the Infantry Officer Advance Course, the distinguished graduate from the United States Army Command and General Staff College, and the Senior Service College Fellowship at Harvard University. A BRIEF HISTORY OF WEST POINT West Point's role in our nation's history dates back to the Revolutionary War, when both sides realized the strategic importance of the commanding plateau on the west bank of the Hudson River. General George Washington considered West Point to be the most important strategic position in America. Washington personally selected Thaddeus Kosciuszko, one of the heroes of Saratoga, to design the fortifications for West Point in l778, and Washington transferred his headquarters to West Point in l779. Continental soldiers built forts, batteries and redoubts and extended a l50-ton iron chain across the Hudson to control river traffic. Fortress West Point was never captured by the British, despite Benedict Arnold's treason. West Point is the oldest continuously occupied military post in America. Several soldiers and legislators, including Washington, Knox, Hamilton and John Adams, desiring to eliminate America's wartime reliance on foreign engineers and artillerists, urged the creation of an institution devoted to the arts and sciences of warfare. President Thomas Jefferson signed legislation establishing the United States Military Academy in 1802. He took this action after ensuring that those attending the Academy would be representative of a democratic society.

Briefing documents obtained by The Washington Times are particularly critical of the White House National Security Council staff.
"NSC not stepping forward in leadership role," states the study conducted by A.B. Technologies in Alexandria for the Joint Chiefs of Staff.
At issue is Presidential Decision Directive 56, or PDD 56. President Clinton signed PDD 56 in 1997 as an order for the Pentagon, State Department, CIA and other agencies to create a cohesive program for educating and training personnel for peacekeeping missions.
But two years later, the A.B. Technologies consulting firm found, little has been done.
"The spirit and intent of PDD 56 directed-training is not being followed," the report concludes, according to a written briefing prepared for senior military officers. "No one has stepped forward in the leadership role."
The documents, dated November, say none of the heads of the military's postgraduate schools, such as the National Defense University, is "directly engaged in the training effort."

With this ever-present threat in mind, Washington State Emergency Management embarked on the creation of materials to address the states' threat targeting Washington school children. The developers quickly realized that the materials would have to be created in a very non-threatening manner, and in a format easily understood by children. EMD contracted with a Master Degree Teacher, Mrs. Laurie Dent-Cleveland, to author the storybooks. Her task was to create a product that would attract the attention of children and yet meet the Essential Academic Learning Requirements (EALRS) for Washington State. A designer was contracted to create characters for the series that children could relate to. Animals familiar to the children were the main characters and they remain consistent throughout the three books. The characters were created in such a way as to tell the story even if the children could not read the words.

    MDW News Service Washington, D.C., September 25, 2002 The nearly 500 members of the U.S. Army Military District of Washington's production Spirit of America took a breath on returning from Columbus, Ohio, to home base in the National Capital Region and then got busy. "You're only as good as your last show," producer Mark Murray cautioned. "The challenge is to keep up the excitement of that first show," Maj. Gen. James T. Jackson said. After a dress rehearsal today that will have a smattering of an audience of school children, Spirit of America opens at 1 p.m. tomorrow for the first of six shows in the Washington area. Performances, all in downtown D.C.'s MCI Center, are Thursday at 1 p.m., Friday at 10 a.m. and 7 p.m., Saturday at 2 and 7 p.m. and Sunday at 2 p.m.

Federal Budget Update At about 2:30 a.m. on Friday, April 11, the House of Representatives passed the conference report on the FY 2004 Budget Resolution by a vote of 216-211. The conference report is the agreement negotiated between the House and Senate versions of the budget that outlines tax and spending policy for the next year. No Democrats voted for the conference report and the following seven Republicans voted against it: Reps. Mike Castle (DE), Trent Franks (AZ), Scott Garrett (NJ), Joel Hefley (CO), John Hostettler (IN), Jerry Moran (KS), and Todd Platts (PA). The Senate outcome, if they vote today, is unclear. Passage will depend on Sens. Olympia Snowe (R-ME) and George Voinovich (R-OH) who were holding out against a tax cut above $350 billion, and on whether Sens. Ben Nelson (D-NE), John McCain (R-AZ), and Lincoln Chafee (R-RI) maintain their opposition to the conference report.

    US starts worrying about Turkey's own agenda
    By Stephen Fidler Turkey has over the past week shifted from being a source of frustration in Washington to a cause of the deepest concern. "Enough is enough," said one senior State Department official, describing Washington's disappointment at Ankara's refusal to allow the deployment of US ground forces. Another official said Turkey was like the girl at the dance who rejected offer after offer and then found herself with no dance partner. US officials were, late last week, pessimistic that Ankara would even allow US overflights for offensive operations against Iraq. As a result, the US has started moving ships southwards from the eastern Mediterranean. Officials say they have alternatives routes to fly missions to Iraq. This suggests that Jordan, which has no wish to advertise its co-operation with Washington, has granted permission for US use of its airspace.
