This is the fourth year we have submitted comment on your review and the fourth year we find ourselves in the same contrary position to yours. As I looked over responses from many other states, I found one recurring theme-curriculum is the domain of the local school district, not the state. In Vermont, the type of specificity in standards that you expect to find at the state level is developed at the local school level. Your approach to raising academic standards, by using criteria which require the state to take more control over the curriculum, is not our major strategy. Our focus is on our students and raising their performance. To achieve this goal, Vermont's strategy is based on the practical application of four principles: 1 . Clear expectations (standards) provide structure for local curricular development of the teaching and learning process; we have articulated them in three groupings of four grades each.
