History
Uruguay's fragile independence was repeatedly threatened during the 19th century - militarily by Argentina and Brazil, and economically by Britain. Federalist forces in collusion with Argentina besieged Montevideo from 1838-51 and helped create two warring political parties, the Blancos and the Colorados. Around the same time, the British introduced new wool, meat and rail industries. They also replaced the rangy criollo stock with their own cattle, thus commercializing one of the country's few abundant resources. For the remainder of the century, the contest between the Blancos and Colorados continued, immersing the country in civil war, dictatorship and political intrigue. The country's former prosperity had ebbed away by the 1960s as state-supported enterprises became riddled with corruption. The country slid into dictatorship and was thrown into turmoil by the Tupamaros, an urban guerrilla movement which appeared publicly in 1967. In 1971, the military was invited to participate in government, Congress was dissolved, and the Tupamaros were effectively wiped out.

BASIC INFO. GEOGRAPHY GOVERNMENT ... URUGUAY In colonial times, Portugal controlled much of Uruguay, although the Spanish had ben the first European explorers. By 1828, the Uruguayans has successfully expelled the Portuguese. Though a constitution was drafted, the country soon fell into civil war which continued for several decades. From 1865 to 1958 the Colorado party was the dominant force in Uruguay. During the early part of this period, Europeans settled in the country so enthusiastically that by 1880, newcomers constituted about fifty percent of the population. Still, civil war threatened with the last eruption occurring in 1904. Though a military coup succeeded in 1933, by 1951 the people were calling for a return to a plural system. Over the next decades, political tensions continued and the country witnessed the rise of the Tupamaros (the National Liberation Movement) in 1967 which further served to destabilize the country. In 1973, the military again took control in a repressive and brutal regime and it was not until over a decade later that a civilian presidential election was held.

    European Involvement and the Struggle for Independence
    It was the rough and hardy gaucho who fought for independence, and the traditions, personal loyalties, and rivalries of the gauchos helped to keep the nation in almost continual strife for three quarters of a century after independence was won. When the revolutionary banner was raised in the Argentine in 1810, the leaders of the Banda Oriental, notably Artigas , accepted the cause, but in 1814 Artigas broke with the military junta of Buenos Aires and began a struggle for Uruguayan independence that lasted until the Brazilian occupation of Montevideo in 1820. Five years later a small group, known as the Thirty-three Immortals, under the guidance of Lavalleja , declared Uruguay independent.
    Independence and War
    Rivera was chosen as president. He was promptly faced with revolts led by his old rival, Lavalleja, and when he was succeeded in office by Manuel Oribe , he himself revolted against Oribe, who was in sympathy with Juan Manuel de Rosas of Argentina. In the long fratricidal struggle that ensued, the two dominant political parties of Uruguay emerged, Rivera's Colorados [reds] and Oribe's Blancos [whites].

      When the Europeans arrived, the whole of what is now Uruguay was home to only about 10,000 indigenous people. Though scouted by the Spanish in 1516, the lack of mineral resources or a native population that could be forced to work made the region unattractive to the Spanish. The vast pampas of Uruguay interested the Portuguese colonists in Brazil more than the Spanish. Until the Spanish ousted the Portuguese in the 18th century, Uruguay was more a part of Brazil. When Argentina gained its independence in 1810, Brazil and Argentina both wanted the sparsely-populated Uruguay. They fought a war (1825-28) which ended without a clear victor, after which the British brokered a treaty creating Uruguay as a buffer state between Brazil and Argentina. During the 20th century, Uruguay came to be known as one of the most progressive societies in Latin America. It stood out as an example for its advanced social legislation, political stability, and relatively high standard of living. But during the 1960s, problems arising from the stagnating agricultural economy causes social unrest. An urban guerrilla group called the Tupamaros fought back with terrorism when the government cracked down on unions and students. The military was then called in to fight the Tupamaros, and this brought not only the defeat of the Tupamaros, but also a military dictatorship from 1973 to 1985. During this period all opposition was suppressed, and Uruguay had the highest ratio of political prisoners to population in the world.
