    ANKARA, Turkey Turkey's Parliament approved a new government Thursday, signing off on appointments of the new ruling party with Islamic roots, and then took up reforms designed to end torture and boost this Muslim nation's lagging bid to join the European Union.
    The new leaders also planned to introduce legislation modernizing Turkey's economy in its worst recession since World War II.
    The Justice and Development Party formed Turkey's first majority government in more than a decade last week after sweeping the Nov. 3 elections.
    "Now it's time to start working," Prime Minister Abdullah Gul said Thursday after Parliament approved his new government by a vote of 346-170. "A new era has begun."
    The Justice Party was founded last year by former members of an Islamic party banned by the courts. Gul is prime minister because Justice Party leader Recep Tayyip Erdogan is barred from political office since his conviction on charges of inciting religious hatred.
    The new government is trying to distance itself from its Islamic roots as it seeks EU membership for secular Turkey. On Thursday, it introduced a draft package of reforms aimed at increasing Turkey's chances of joining the 15-nation group.

    BY VIV MILEY The two latest victims, who both died on May 7, were Cafer Tayyar Bektas, who died in an Ankara prison after fasting for 200 days, and Huseyin Kayaci, who died after 148 days without solid food. Both had been members of banned leftist organisations. The crisis within the nation's prison system is causing major problems for the Turkish government of Prime Minister Bulent Ecevit, which is also seeking to enforce the deeply unpopular terms of an International Monetary Fund economic rescue package and to qualify for membership of the European Union. Turkey's harsh anti-democratic laws and its prison system have come under repeated fire from prisoners' rights groups, political organisations, human rights advocates and the EU itself. But, as the death toll mounts, the government shows no signs of giving in to prisoners' demands. From the beginning, the government has said the problems in the prisons have been mainly due to the set-up of the old dormitory-style prisons, which house up to 30 prisoners in a cell. These communal cells have allowed political prisoners from leftist Kurdish and Islamic groups, who make up a large proportion of the country's prison population, to resist assaults and abuses by guards and to shut the guards out.

    Turkey: Government crackdown on Human Rights Defenders follows criticism of Northern Iraq incursion
    The arrests of the presidents of two branches of the Human Rights Association (HRA) and the closures of several HRA offices over the past month demonstrates the Turkish Government's clear intention to stifle domestic criticism of the Turkish armed forces incursion into Northern Iraq in May, Amnesty International said today.
    The incursion into Northern Iraq is being conducted under what amounts to a news blackout. Human rights monitors and independent journalists are not being permitted into the area.
    "We are extremely worried about the arrest of the HRA members since the 1990s HRA members have faced relentless police intimidation, including imprisonment and torture," Amnesty International said. The HRA was subjected to a bombing campaign, and several members have been killed some in circumstances strongly suggesting that security forces were involved.
    The human rights organization will be making strong presentations directly to the Turkish Government itself, and will be asking those governments which are Turkey's counterparts in the Organization for Security and Corporation in Europe and the Council of Europe to use their influence to have the branches re-opened and the human rights defenders released.

Armenians accuse the former Turkish Ottoman empire of massacring more than one million of their kinsmen in eastern Turkey during and after World War I. The Turks reject the genocide charge.
