Department of Justice in the "Manual to Combat Truancy," truancy is a multi-faceted problem which requires a comprehensive approach. Fingerprint Unit T he Criminal Investigation Division's objective is to reduce the rate of property crime. It's main objective is to investigate crimes including auto theft, homicide, burglary, violent crimes, special victims, economic crimes. Within the division there is also the fingerprint section, forensics, volunteer, and youth services. In order to make a significant and meaningful impact several units have been reorganized, some responsibilities have been changed, several new programs and initiatives have been introduced, and additional resources have been dedicated to support this focus. General Duty T he General Duty detective renders all possible assistance to those officers in the Operations Bureau who may have circumstances which include, but may not be limited to, any felony custodial interrogations, victim or witness interviews and statements, and such situations as initial command and control of major crime scenes, i.e., homicides. A secondary, but no less important function, is to aid other detectives within CID with follow-up investigations, when contact with potential witnesses, victims or culprits is precluded due to their inaccessibility during daytime hours. Violent Crime Unit T he Violent Crimes Unit is charged with the investigation of all robbery offenses (i.e. armed, strongarm, carjacking, home invasion, and bank robbery) as well as all aggravated assault/battery offenses which are not domestic in nature. The Unit works closely with the FBI and other local, state, and federal agencies to ensure that perpetrators of these type offenses receive the maximum penalties under the law. Recent legislative changes consisting of enhanced penalties for habitual, violent, and/or repeat offenders has been of great service to the overall effectiveness of the Unit in assuring the safety of the community from predation by violent criminals.

Tenenbaum, Wood urge local communities to develop effective programs to combat truancy Thursday, October 5, 2000 Dropout rate remains at 2.7 percent for third straight year Tenenbaum and Wood invited 80 educators, judges, law enforcement officials, legislators, community leaders and child advocates to a one-day summit today to discuss truancy programs that are working across the state and nation. Tenenbaum used today’s summit to release the 1998-99 student dropout report that showed the state’s dropout "event rate" – a snapshot of a single year – remained at 2.7 percent for the third consecutive year. "Although the percentage seems small, we still had almost 5,000 students drop out of school," Tenenbaum said. "That’s a big problem." "Many students who fall behind in their schoolwork because of chronic truancy ultimately give up altogether and drop out of school," Tenenbaum said. "We’re here today to look at one of the main roots of the dropout problem – chronic student absenteeism – and to see how local communities can work together to keep kids in school." The State Superintendent said students are considered truant when they have three consecutive unexcused absences or five total unexcused absences in a school year.

Under the new School-Based Partnerships grant program, the Clinton Administration released $16.4 million in grants to 155 law enforcement agencies in September. The School-Based Partnerships grants will be used by policing agencies to work with schools and community-based organizations to address crime at and around schools. This initiative emphasizes using principles of community policing and problem-solving methods to address the causes of school-related crime. The grants will help forge or strengthen partnerships between local law enforcement and schools to focus on school crime, drug use and discipline problems. Helping Teachers and Principals Respond to the Early Warning Signs of Troubled Youth. President Clinton directed the Secretary of Education and the Attorney General to develop a guide to help teachers and principals identify and respond to the early warning signs of troubled youth that can lead to school violence. In August 1998, the Departments of Justice and Education released Early Warning, Timely Response: A Guide to Safe Schools. This guide provides schools and communities with information on how to identify the early warning signs and take action steps to prevent and respond to school violence. Every school in the nation received a copy of the guide.

Since the reasons youth stay away from school are diverse, the methods used by schools and communities to motivate their return range from school reorganization and intensive family counseling to legal and economic sanctions for families. This digest presents an overview of successful urban anti-truancy strategies, including both supports and penalties for students and their families. COMMUNITY COLLABORATIONS SCHOOL ORGANIZATION TO PROMOTE ATTENDANCE STUDENT PROGRAMS PARENT PROGRAMS First, schools need to inform parents of their children's schedule and, as quickly as possible, of their absences. Some schools have an automated phone system to report student absences to parents. School personnel, in a non-confrontational and respectful way, should personally contact parents of truants, visiting their home if necessary, to work with them to overcome problems that cause absenteeism. For example, schools can offer to provide wake-up calls (one school even gives away alarm clocks).

The program was designed to take a problem solving approach to meet the unique needs of that particular school in solving the problems of poor achievement, low parental involvement, student disengagement, and high absenteeism, leading to eventual dropping out of school.
