The Twentieth Anniversary of the Democracy Wall Movement By Merle Goldman Merle Goldman is a Professor of Chinese History at Boston University and a Research Associate at the Fairbank Center at Harvard. Her most recent book is Sowing the Seeds of Democracy in China and she is a coauthor with John K. Fairbank of the enlarged edition of China: A New History Both Western and Chinese commentators, when listing the controversial anniversaries in 1999, ignore the Democracy Wall movement. True, the movement began in late 1978, but it reached its climax and ended in late 1979. While China's leaders refer to June 4th as "an unfortunate incident," none of them refer to the Democracy Wall movement, nor, for that matter, did the participants in the Tiananmen Square demonstrations of spring 1989. Though a number of the Democracy Wall activists, now in exile in the United States, commemorated the event in the summer and fall 1998 issues of China Rights Forum , its anniversary has come and gone without provoking much comment either in China or in the Western media and academic community.

Intellectual Property in China: Prospectus for New Market Entrants By Jonathan C. Spierer Jonathan C. Spierer serves as Chairman/CEO of DistanceVision, Inc., a collaboration technology corporation, and is Principal of OtherVision Strategic Services, a strategy consulting practice. The help of five Harvard summer school students who performed as researchers on work which led to this project is greatly appreciated: Anis Ahmed, Daniella Arredondo, Wei Yeei Emily Lai and Thomas Zolezz Intellectual Property Rights Law in China International Agreements China has patterned its IPR laws on international treaties: the Berne Convention and the World Trade Organization's 1995 Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement. The Berne Convention for the Protection of Literary and Artistic Works (Berne Convention) requires signatories to provide protection, under law, for works of foreign nationals that is at least equal to the standard guaranteed to national citizens. In signing the Berne Convention in 1992, China pledged to develop more stringent intellectual property protections and to assure foreign intellectual property rights holders equal treatment under those laws. As a further display of good faith, the PRC might soon sign the Agreement of Trade-Related Aspects of Intellectual Property Rights (TRIPs Agreement). This agreement prescribes minimum national standards of IPR laws/protection, enforcement standards, and a binding dispute settlement process. Were China to become a Member of the World Trade Organization, it would need to phase these provisions into enforcement. China largely sees signing on to TRIPS as a necessary step towards becoming a member of the WTO, which would open markets and remove the threat of future United States trade sanctions.

Another 15-member "special working team" from the central government was sent earlier this month to Xinjiang 's key party units and government departments to keep watch on local cadres in a bid to maintain stability in the region. Beijing was alarmed by the 11 September terrorist attack on New York and has used the incident as an excuse to crack down on Uighurs in Xinjiang Senior cadres in Xinjiang had been urged to maintain loyalty to the central government and have been warned that they would be held responsible for disturbances caused by Uighur separatists, Beijing sources said.

The substantive content of the committee discussions and resolutions should not be bound by the contents of this document. History By now, it is a truism to say that the personal computer has ushered in a communications revolution. In the last fifteen years, the accompanying technology has been likened to everything from the postal system to talk radio. Despite this analogy their limitations point up the essential uniqueness of computer-mediated communication. While the printing press made possible the mass dissemination of information, computers can individualize information and increase its flow a thousandfold. In the process, they change the nature of communication itself. Transnational flows of information over the Internet are an important aspect of the modern world. The controversies surrounding this issue will be addressed and explored in detail, with specific reference to censorship and legislative controls over the Internet. In July 1995, the Senate passed the CDA (84 to 16) consisting of fines up to $100,000 and two years in prison for violations. Internet access providers would also be held liable for offensive material on their servers posted by users Newt Gingrich, Speaker of the House, maintained his position against the CDA. His influence helped in its defeat in the House of Representative.

The Dalai Lama, a religious leader in exile from his native Tibet, recently spoke in New York City in conjunction with the release of his new book, Ethics for the New Millennium . In his book he accuses 20th century man of embracing materialism. Most objective people would agree with his perception that as we approach the new millennium, materialism seems to rule the day. What one has seems much more important in today's society than who one is. There is no place where this is more apparent than on the job. Taking an overall look at the workplace, one of the first issues to address is ethics. Webster's Dictionary defines the term as: "The science that treats the principles of human morality and duty; moral philosophy; morals." In one sense, it would seem natural that ethics and work would go hand in hand. After all, isn't it important that every employer and employee is a person of integrity? Who would want to hire a dishonest employee? Who would want to work for a dishonest boss?
