Under a deal with President Abdelaziz Bouteflika, the Islamic Salvation Army, the largest guerrilla faction, was disbanded in return for a full pardon. Bouteflika vowed a "fight without mercy" against more than 1,500 remaining armed opponents, including members of the extremist Armed Islamic Group. Parajok Eight aid workers were killed in southern Sudan when they were ambushed, apparently by Ugandan rebels, and their vehicle set on fire about 5 km from the Ugandan border near the town of Parajok. The team was in the area to assess the conditions of those displaced by the 16-year civil war in southern Sudan and the vehicle was clearly marked with the NCA logo and name. Ugandan rebels from the Lord's Resistance Army, which is based in the region, have been blamed for the attack. Earlier this month, two Care International aid workers were killed in the same area. New Delhi One week after Tibet's third-ranking Buddhist leader fled Chinese control and joined the Dalai Lama in exile in Dharamsala, the Indian government had still to decide whether to grant him asylum. Diplomats said it was highly unlikely that the 14-year-old Karmapa Lama would be sent back. But his unexpected arrival on Jan. 5 after escaping Tibet threatened India's drive to improve relations with a country it last went to war with in 1962. Tibet has been a central factor in Sino-Indian relations ever since India gave refuge to the Dalai Lama in 1959. China issued a veiled warning to India last week, reminding it that the two countries based their relations on the principles of peaceful coexistencewhich included non-interference.

Two more power plants now are planned upstream: 14400 MW and 6000 MW. The controversial Thai draft law to promote the Internet was revised significantly last week, with a third version of the draft appearing on the Internet Society's Thailand Chapter Web site last Friday. It included several new provisions, while others had been changed. However, the revised draft still advocates passing a law with sweeping powers, requiring Internet service providers (ISPs) and content providers to be licensed by a government committee. It would also make criticism of a foreign head of state on the Internet a criminal offense punishable by a possible prison term. The Internet Promotion Act will undergo its third and final public hearing on January 15, after which it will be submitted to the Minister of Communications for his consideration on January 30, according to chairman of ISOC Thailand Srisakdi Charmonmarn.

UN Informed of China's Blueprint to Assimilate Tibet
(4-Apr) In an oral statement to the 59th session of the UN Commission on Human Rights on April 3, 2003 in Geneva, Tsering Y. Jampa, a Tibetan woman, detailed Chinese policies aimed at assimilating the Tibetan people. Speaking on behalf of the International Union of Socialist Youth (IUSY), Jampa referred to the Tibetan situation under Item 9: Question of Human Rights and Fundamental Freedoms. Ngawang Sangdrol Appeals For Phuntsok Nyidron's Release (4-Apr) Former Tibetan political prisoner Ngawang Sangdrol has urged the United States and the international community to help in seeking the release of Tibetan political prisoners, specifically Phuntsok Nyidron, VOA reports. In an interview to VOA's Tibetan service, which will be broadcast on April 6, 2003, she says these prisoners are facing unbearable experiences.
