Latino College Trends Key Terms for this Section: Affirmative Action A program designed to encourage equal opportunities for historically disadvantaged individuals, primarily ethnic minorities. In hiring and college admissions, Affirmative Action is a tool to encourage minority recruitment and diversity retention. Recent political developments have greatly and negatively affected minority college admissions in California and Texas, where over 50 percent of all U.S. Hispanics live. Because Hispanics tend to attend a public university and take advantage of in-state tuition, these developments are particularly disturbing. In November of 1996, California voters approved Proposition 209, a state initiative that dismantles Affirmative Action in the state of California. Although enactment of the law has been delayed due to federal court challenges to its constitutionality, many California colleges and universities have already removed Affirmative Action policies and race-based admissions and scholarships as a matter of official policy. The California State University System was the first to remove Affirmative Action language from its admissions in 1996. The University of California Board of Regents removed Affirmative Action in its Law School admissions for 1997 and will do the same for undergraduate admissions for 1998. In February of 1997, Texas Attorney General Dan Morales greatly expanded the Fifth Circuit Court of Appeals case commonly known as "Hopwood" and summarily eliminated Affirmative Action in college admissions and scholarship awards throughout the state, including private universities which receive public scholarship funding. Although the Attorney General was within his legal right to take this action, many minority leaders and college educators questioned the appropriateness of it. The Mexican American Caucus in the Texas House of Representatives circulated a petition signed by 60 law professors and three deans of law schools in the state which questioned the Attorney General's legal analysis of the Hopwood case, but such actions did not reverse the Attorney General's opinion. As a result, his legal opinion remains official and carries the weight of law in the state of Texas.

Directors he Longhorn Band is a year-round program offered as a course by the School of Music at The University of Texas. Registration in this course is open to any student of the various academic disciplines provided at the University of Texas. Activities begin with Band Week in preparation for the marching season in August and continue until University graduations in late May. They resume again during the summer with the Longhorn Band program which includes outdoor concerts and participation in the Longhorn Music Camp as counselors for high school and junior high school students. University of Texas students may register for concert and jazz bands in the spring and summer semesters as well as audition for the Longhorn Band in the fall semester. Throughout the fall, the Longhorn Band performs at all University of Texas football games, opting to bring a smaller pep band for out-of-state trips. For NCAA Bowl game trips, the tradition has been to bring the entire Longhorn Band. Additional performances include pep rallies, parades, and a special halftime show with the Longhorn Alumni Band. Annually, the Longhorn Band makes guest appearances at many events that spotlight the popularity of the band. Recent invitations include CBS This Morning, Erwin Center speech by President Clinton, Denver Broncos and Dallas Cowboys football games. Fall rehearsals are held from 6:30 to 8:30 on Monday, Tuesday, and Thursday, and a few hours before kickoff on game days.

format this article to print EVANS, CECIL EUGENE The Story of Texas Schools (1955) is a volume on historical development of the public and private educational system of the state. Evans went to Southwest Texas Normal School (now Southwest Texas State University) at San Marcos in 1911 as its second president. During his thirty-one years in this office, Southwest Texas added two years of college work to the curriculum, then a full college course accredited by the American Association of Colleges, and finally a graduate program awarding master's degrees. The college plant expanded from an original eleven acres to more than double that size, and from a three-building institution to fifteen classroom and administration buildings, eight dormitories and cooperative houses, a forty-acre farm, a swimming pool, and a park. Enrollment expanded from 600 to 1,600 students. Evans retired in 1942, at which time Lyndon Baines Johnson qv (at one time secretary to Evans) came from Washington to speak at the ceremony. Evans was a Democrat, a Methodist, a member of the National Education Association, and a trustee of Southwestern University. He was married to Allie Maxwell in Anson on May 18, 1899; they were the parents of one daughter. Evans died on August 23, 1958, and was buried at San Marcos.
