Texas - Austin Daily Texan The attorney general's office recently said all e-mails sent or received on any UT mail servers or computers are considered public documents and subject to open records requests as per the Texas Public Information Act, said Mike Viesca, spokesman for the attorney general. Student records and information, however, are protected by the Freedom of Information Act. If any student information appears in documents released due to an FOIA request, the University must withhold all information that might reveal the student's identity. "The administration can't even confirm to employers that a kid went to school here," said Annela Lopez, who is responsible for fielding all open records requests in the Office of the Chief Financial Officer. Viesca said that generally, information created using government property is subject to the Public Information Act. Even if state employees use a private e-mail address for government business, those e-mails are still considered public documents, Viesca said.

Success Stories Introduction After almost a decade of providing more than $1 billion in telecommunications and technology infrastructure grants to schools, colleges and universities, libraries, and nonprofit entities, the state’s Telecommunications Infrastructure Fund (TIF) may get disconnected next year. The TIF Board, a state agency created in 1995 by the 74th Texas Legislature, will be phased out, effective August 2005, by lawmakers during next year’s regular session—unless reauthorization measures are taken. TIF was charged originally with disbursing approximately $1.5 billion in grants over a 10-year span to spur telecommunications infrastructure growth in Texas Original TIF legislation capped the amount of money collected from the telecommunications industry at $1.5 billion or 10 years, whichever came first. At the current rate, that cap may be reached by late 2004.

SOUTH PLAINS COLLEGE Pre-Physical Therapy Curriculum (updated July 2002) SPC offers many of the pre-requisite courses necessary for application to a School of Physical Therapy in Texas. North Central Regional Educational Laboratory (1995) describes this program: Understanding the community and students' culture. Working with neighborhood children and their families. Understanding research on effective teaching. Improving classroom organization and management. Planning lessons that promote higher level thinking. Using positive behavior-management techniques. Linking students' prior knowledge, culture, and experiences with school lessons. Implementing the principles of interactive instruction. Improving reading comprehension by using culturally diverse literature. Analyzing personal change and setting new goals. The program is disseminated through LTICS Certified Trainers. During a 12-day training session (or a five-day and a seven-day session), certified trainers train local observers to collect observation data and train local student teachers and teachers to conduct seminars. LTICS trainers are available in 15 states. LTICS is designed for use with low-income, culturally diverse populations in school districts located near teacher-preparation colleges. The National Diffusion Network has approved the program for dissemination to all inner-city students in grades pre-K through 12. Evaluation studies indicate that 80 percent of student teachers who graduate from the Houston Teaching Academy chose to teach in schools serving diverse populations. Studies also indicate that student teachers demonstrate improved interactive instruction, organization, and behavior management skills. Students served by the Houston Teaching Academy have achieved increasingly higher scores on achievement tests each year.
