TSBA Bill Description Senate House Revises requirements for commissioner of transportation to reimburse utilities owned by business organizations chartered as not-for-profit utility districts. Permits reimbursement of reasonable costs associated with utility relocations necessitated by construction on state highways in certain circumstances. (S: Fowler; H: Vincent) Permits vocational-technical students under the supervision of an instructor to construct on campus and sell one modular building per year, under certain conditions, without complying with Modular Building Act. (S: McNally; H: Hackworth) S Provides for increase to base benefits by an additional 10% from 5% for certain retirees if excess contributions for Tennessee consolidated retirement system are available to fund such increases. Group to receive benefit includes teachers. (S: Cooper J.; H: Harmon) S Increases the retirement benefit for K-12 public school teachers if the board of trustees of the TCRS determines that an excess appropriation exists to fund such improvement. Top Home Projects People ... Links While Tennessee Adult Education services have always supported workforce development, recent years have seen an increased focus in this area. In August of 1998, the Workforce Investment Act was legislated by the U.S. Dept. of Labor. The Act calls for a comprehensive accountability system to assess the effectiveness of State government in providing employability and training services to adults and youth. As a result of this act, Tennessee created Local Workforce Investment Areas which are governed by local boards comprised of representatives from business, education, labor, community based organizations, economic development agencies and career center partners. Local areas provide a “one-stop delivery system” - or Career Centers - to provide training services responsive to the needs of employers and individuals. In addition, the Office of Adult Education moved from an association with the Department of Education to its new home with the

UT Independent Study, in conjunction with academic colleges and departments, coordinates high school and college credit and non-credit courses designed for students needing flexibility to study on their own time, at their own pace. Most courses consist of a syllabus containing commentary and a series of reading and writing assignments, as well as one or two primary textbooks. High school courses can be used to satisfy high school graduation requirements or meet entrance prerequisites to colleges and universities. College courses can be used toward a college degree program, to earn professional development credit, or to satisfy continuing education requirements. Credit and non-credit classes can be used by all students for personal enrichment. Although self-motivation and individual responsibility are key aspects of independent study, students receive individual guidance and instruction from the teacher.
High School Courses Courses designed for high school students are offered in the following areas: Art Home Economics Business Education Journalism English Mathematics Foreign Languages Science Health Social Studies Courses for High School Credit To earn high school credit by correspondence, students must have the approval of their principal or guidance counselor using state and local boards of education guidelines. UT Independent Study offers high school correspondence courses based on the state curriculum framework. Courses include a final examination covering the terminal objectives for the course. Students must pass the exam to earn credit in the course. More specific guidelines may be provided by local school boards.
