Teenage parenthood is by no means a new social phenomenon. Historically, women have tended to begin childbearing during their teens and early twenties. During the past two decades the U. S. teenage birthrate has actually declined (Polit and others, 1982). In the late 1950s, 90 out of 1000 women under 20 gave birth as compared with 52 out of 1000 in 1978. Several factors contribute to the current attention focused on teenage pregnancy and parenthood.
There is currently a large number of young women in the 13 to 19 age range, so that while the birthrates are declining, the absolute number of teenagers is increasing.
These statistics do not distinguish between intentional and unintentional pregnancies, or pregnancies occurring in or out of wedlock. From the 1978 figures, only one in six pregnancies concluded as births following marriage, and eight in ten premarital teenage pregnancies were unintended.
The declining birthrate is not consistent for all teenagers: among those 14 or younger, the birthrate is increasing.

The Department of Human Services/Income Maintenance
Administration (Government of the District of Columbia) has selected MEE Productions Inc.
to implement a citywide, teen pregnancy prevention outreach and information campaign. The "Be On The Safe Side" campaign is designed to prevent teen pregnancy by changing the norms, values, attitudes and behaviors of youth to those that support both abstinence and the practice of safe sex. The four broad goals of this campaign are to:
  • Raise awareness about teen; pregnancy and its consequences Change norms, attitudes and values regarding teen pregnancy; Promote abstinence as a viable option for teens; and Encourage parent/child communication about sexuality, reproductive health, and the risk of teen pregnancy.
  • The campaign will combine both traditional and nontraditional communication channels in a culturally-relevant, peer-led initiative with seven major components:

    By June Carbone In the mid-1990s, I discovered what appears to be a closely held secret. The recent news of falling teen pregnancy rates convinced me that the information remains secret despite the fact that it is in plain view for anyone who wishes to inquire. The secret is the determination of the African-American community to combat teen births, and the success that concerted community action has had in transforming child-bearing behavior. I discovered the secret when I attended a conference on welfare reform at Columbia University. The conferees, whatever their racial backgrounds, were united in their denunciation of welfare reform as an assault on African-American motherhood. They were convinced that any questioning of the number, timing or circumstances of African-Americans births was an attack on the community itself. I encountered a different perspective when I had dinner with an in-the-trenches law school classmate. She heads an organization that works closely with black churches and community leaders. She said that these leaders saw teen births as the single biggest challenge in the African-American community, and they were devoting their energy to meeting that challenge. The good news is that they have had remarkable success. A decade of hard work by countless volunteers, pastors and community organizers has moved the statistical picture in a big way. Teen birth rates are now near historic lows. The overall rate fell 26 percent in the 1990s, according to U.S. Census figures. The far more dramatic figure for African-Americans was 37 percent.

    published June 8, 2002 Pinellas Park High School student Stacy Pauley poses with her baby in the school's 2002 yearbook. Her sonogram photo was featured in a yearbook article called "I just can't believe that I'm having a baby." PINELLAS PARK The yearbook at Pinellas Park High School features snapshots of hallway break dancing, a portrait of the girls softball team, candid moments in chemistry class. And then starting on page 12, there is this: "I just can't believe that I'm having a baby." The four-page spread on teen pregnancy features a stark black and white photo reproduction of a sonogram of a pregnant student's fetus in utero. A two-page article has interviews with five pregnant Pinellas Park students.

    The Teen Pregnancy/STD Prevention Work Group (TP/STD) guides and monitors the implementation of the "Community Strategic Plan for Preventing Teen Pregnancies and Sexually Transmitted Diseases," published in September 1999. TP/STD serves as an advocacy group and advises the community on issues related to teen pregnancy/STD prevention. The committee regularly updates its Strategic Plan by identifying new/additional needs and unmet goals, guides and monitors the implementation of the recommendations of the plan, and assists local agencies/organizations in program and resource development.
