Energy is a critical area for sustainability
An energy strategy lies at the core of planning for sustainability. The importance of reducing energy consumption can be illustrated by measuring the amount of land needed to provide energy on a continuous basis at current Canadian levels. If the whole world's population lived a Canadian lifestyle, it would take three times the earth's land area to sustainably supply it with food, materials and energy. Sixty per cent of the required land (or almost two "earths") would be for energy.
The scope of energy planning has changed.
Energy planning has evolved greatly over the last 20 years. At one time, planning was done by the energy supply industry and looked only at supply . Governments were not active in regulating demand for energy. Energy planners viewed demand management as outside their scope, except where, as a business strategy, corporations sought to increase sales. In the late 1970s and 1980s the scope of energy planning expanded. Planners began thinking in terms of energy

ECONOMIC DEVELOPMENT AND SUSTAINABILITY ISSUES FOR ENERGY PROJECTS IN LAOS* (*Paper prepared by Kamal Malhotra, Co-Director, Focus on the Global South, Chulalongkorn University Social Research Institute, Bangkok, Thailand, November 1996.) This paper is based on, but an elaboration of, a presentation by the author entitled "Economic Development and Sustainability: Energy Projects in Laos and the Mekong Region". The talk was delivered at a conference "Generating Power and Money - Australia’s and Thailand’s Roles in Hydro Projects in Laos", held in Melbourne, Australia on October 28-29, 1996. The conference was jointly organised by the Australian Council for Overseas Aid (ACFOA) and The Center for Asia Pacific Studies, Victoria Institute of Technology. In addition, and quite importantly for Laos, the conventional economic and monetary indicators used to assess debt sustainability by both the World Bank and IMF (e.g. debt to export ratio, total debt as a % of GDP) clearly understate the real debt burden on a country such as Laos which has both a subsistence history and current economic, social and institutional constraints that make repayment of even a modest debt a serious burden with significant opportunity costs. It is against this economic and development context that we need to assess the economic potential and sustainability of Laos’ proposed "high speed" economic growth strategy which is overwhelmingly premised on the development and export of hydropower to neighbouring Thailand with the objective of generating large amounts of both foreign exchange and export revenue.

Sustainability: Energy, Resources, and YOU ! Overview For the past two years (since the publication of "The End of Cheap Oil" World oil discoveries peaked in the 1960s. . . . More than 90 percent of today's oil comes from fields discovered more than 20 years ago—and most of the fields uncovered over the past decade have been extremely small. The consensus in the industry is that, based on current reserves, anticipated discoveries, and today's rate of demand, the world will run out of its most precious resource in 2050. At the very end of this one-page sidebar is a graph of oil production (real and projected) from 1930 to 2090. I reproduce the essentials of it here. (See The Road to Oulduvai, Figure 4) So what to do? Continue to work for all the worthy goals we all already know about including energy conservation, economic equity, and grassroots democracy. But be aware that we are in a moment of grace. Begin building alliances that can help carry us through the tough times ahead. I'll leave the last word of cautious optimism to Colin Campbell, from his letter to the N.Y. Times: People are tempted to blame oil companies or Muslims for their plight, but if they were given proper information, they would soon realize that they are not being gouged by anyone. They could then rise to the occasion, both finding solutions for themselves and giving governments the mandate for action. We are not running out of oil but face the transition to a new world in which abundant supplies of cheap oil-based energy can no longer drive the economy. There are many solutions but all have long lead times. The sooner we grasp the nettle the better.

Knowledge is dynamic. It grows and evolves according to the needs of human society. In the past, different civilizations categorized knowledge to suit the cultural paradigm of their times. A key focus of the present time, and an area demanding much further investigation, is the relationship between humans and nature. Sciences must be our guide in this endeavor, but history too can teach us important lessons of co-existence with our environment. To date, education and the media have only succeeded in fostering a culture characterized by narrow vested interests, intolerance and violence. While we meddle with the natural environment at our peril, and have failed to improve on the best that nature provides, human culture is the fountain of our progress and creativity. There must be a fundamental change in education, creating the desire for environmental protection and respect for human dignity and rights, as the two are mutually empowering. We must build on the best of our culture to engender a new attitude towards the quality and sustainability of life on earth. Above all we need to foster a culture of peace.

Increasing the proportion of electricity and heat generated from renewable sources (such as wind, solar, wave and some bio-mass power). Reducing the production of energy intensive products (by dematerialisation and recycling). Substitution of gas for coal, and use of district heating to reduce C02 emissions. Increasing the proportion of cogeneration systems producing district heat and steam for industrial processes. New and more efficient technologies in the supply system, such as fuel cells, combined gas and steam-turbine power stations for electricity generation and district heating, and gasification of coal. One promising policy instrument is the idea of 'contracting': a specialised third party company invests in energy-efficient end-use technology (e.g. for lighting, ventilation or cooling) for commercial and public premises. The user of these energy services pays the investor a rate no more than the energy costs which are saved through the energy-efficient technology. After the investment is paid back, the user becomes the owner of the installed technology.

    Direct Energy Use Bristol-Myers Squibb collects and reports data on electricity and fuel usage from our facilities worldwide. For worldwide fuel usage, our facilities track diesel fuel, gasoline, propane, fuel oil, coal, and natural gas. The vast majority of the fuel consumed by our facilities is natural gas, which produces less air pollution than coal or fuel oil. The company's Sustainability 2010 Goals include reducing energy use by 10 percent, normalized to sales. Our use of electricity decreased approximately 6 percent from 1999 to 2001, which translates to no change when normalized to sales during that same time period. Fuel consumption decreased by nearly 4 percent, although our fuel consumption normalized to sales increased by two percent. Some of the reduction in our energy use can be attributed to the divestiture of Zimmer and Clairol mid-year in 2000. However, we continue to search for innovative approaches to conserving energy resources. Aggressive energy conservation efforts at our facility in Hopewell, New Jersey, for example, kept the increase in its energy use down to 11 percent, even though the site increased in size by 21 percent. We continue to search for innovative approaches to conserving energy
    Currently, several of our larger facilities in the U.S., including sites in Lawrenceville and New Brunswick, New Jersey, and Wallingford, Connecticut, have cogeneration systems on site. Cogeneration produces electricity plus steam or hot water for site operations using one fuel (natural gas), thereby greatly increasing the efficiency of the fuel and decreasing the site's use of purchased electricity. In 2001, the total amount of cogenerated electricity was 525,240 gigajoules.
