Submitted by Valerie Doughty Mission Statement The mission of the South Carolina Department of Social Services regarding the Battered Spouse and Family Violence Prevention and Services Act Programs is to insure that safe emergency shelter, counseling, and related services are accessible to all victims of domestic violence, their children, and offenders. INTRODUCTION PURPOSE The Department of Social Services reserves the right to prescribe funding criteria for all service providers receiving awards from the Battered Spouse and Family Violence Prevention and Services Act appropriations. All agencies funded by State Battered Spouse and/or Family Violence Prevention and Services Act funds administered by the Department of Social Services are required to comply with State Code 114-65.1. regarding confidentiality of client information and records. Fees for services may be charged by contractors with prior approval from DSS. However, the service may not be denied to any client due to non payment of fees. Individuals in need of this service may contact provider directly or may be referred by any social agency, organization or individual. PROBLEM STATEMENT Family violence is defined as any act or threatened act of violence, including forceful detention of the individual which results or threatens to result in physical injury and is committed by a person against another individual to whom such person is or was related by blood or marriage or otherwise legally related or with whom such person is or was lawfully residing.

South Carolina Community Action Agency Directors' Association and Head Start Directors' Association Purpose

The purpose of this Memorandum of Agreement is to facilitate cooperation between the South Carolina Department of Education and Head Start programs in their respective efforts to serve young children with disabilities.
Federal and State initiatives encourage the development of a continuum of services to provide least restrictive environment alternatives to young children with disabilities. The South Carolina Department of Education and the South Carolina Head Start network are committed to providing educational and human service programs to all identified and eligible children and their families who require these services. Both agencies believe that early identification and intervention is crucial and that family involvement is a key element to successful programming.
Objectives
The objectives of this Memorandum of Agreement are:

The University Francis Marion University, founded in 1970, is one of South Carolina's 12 state-supported universities. As one of the state's six comprehensive institutions, FMU prides itself on providing a strong liberal arts education. Named for Revolutionary War hero, General Francis Marion, who was nicknamed the "Swamp Fox" for using the South Carolina terrain to out-fox the British, the University enrolls nearly 4,000 students. The University offers a broad range of undergraduate degrees and a select number of graduate programs in serving the needs of communities, businesses and industries of the Pee Dee region. Francis Marion is the only state university serving the Pee Dee region, and many of its students are the first in their families to go to college. FMU has the look and feel of a small, liberal arts college with all the benefits of a state-supported comprehensive university. FMU offers an excellent learning environment, small enough to afford students personalized attention from faculty and staff, and large enough to let students expand their horizons. While 93 percent of its students come from South Carolina, the University enrolls students from 32 states and 34 foreign countries, allowing the FMU community to experience the diversity of people from other cultures. The student-faculty ratio is 16 to 1, and the overall class size is 20. The average age of undergraduates is 22, while the average age of graduate students is 36.

Attorney General Charlie Condon was born and raised in Charleston, South Carolina, and graduated from the Bishop England High School. He received a bachelor of arts degree from the University of Notre Dame in 1975 and a law degree from Duke University School of Law in 1978. In 1980, at the age of 27, he was elected Solicitor for the Ninth Judicial Circuit. At the time, he was the youngest solicitor ever elected. He and his wife Emily, a family practice physician, have four children. Elected as South Carolina's Attorney General in 1994, Charlie Condon is known as an innovative attorney general whose office has aggressively prosecuted criminal cases; has promoted legislation and other initiatives to fight crime, particularly violent crime; has promoted programs and policies designed to prevent crime; has represented the State in civil litigation; and has rendered legal opinions on a variety of subjects. Here is a partial list of what the office has accomplished under his direction. Under the leadership of Charlie Condon, the Attorney General's office has instigated a number of investigations and prosecutions.
  • After learning about a group of alleged con artists operating out of South Carolina, the Attorney General assembled a multi-jurisdictional task force whose coordinated work eventually led to the arrest and prosecution of the "Irish Travelers," a band that allegedly traveled around the country bilking elderly citizens through home repair scams and other deceptions.

Each year in South Carolina, several thousand young people under the age of 17 are charged with criminal offenses. Some of these are minor infractions, while others are major, sometimes violent, offenses. The community response to juvenile crime should include rehabilitative and prevention strategies aimed at a reduction in the rates of incarceration and recidivism. This is best accomplished through community based programs for non-violent offenders, thereby reserving the limited space at the juvenile facilities for the more serious offenders. The Youth Mentor Program was founded in the fall of 1992 by the Fifth Circuit Solicitor and a small group of area ministers. Their focus was on addressing the issues of the increase in juvenile crime, incarceration and recidivism rates, and on offering viable solutions to these problems.     BRIGADIER GENERAL GERALD E. HARMON
    Brigadier General Gerald E. Harmon is the Air National Guard assistant to the command surgeon, Air Combat Command (ACC), Langley Air Force Base, Va. He serves as the principal adviser on Air National Guard medical service matters to the command surgeon, and his responsibilities include coordinating medical policies, plans, and programs for Air National Guard ACC-gained assets. The general received his commission in 1973, attending medical school in the Air Force Health Professions Scholarship Program. Following graduation from medical school in 1977, he attended the Family Practice Residency at Eglin Air Force Base, Fla. Following several assignments in the Air Force, General Harmon transferred to the South Carolina Air National Guard. While he was commander of the 169th Tactical Clinic at McEntire Air National Guard Base, the unit was twice chosen as South Carolina Air National Guard Outstanding Unit and received “Excellent” evaluations from the Air Force Inspection Agency. He is a chief flight surgeon with more than 700 flying hours.
