Current Situation
Political Situation
Following the so-called "velvet divorce" which characterized the division of the former Czechoslovakia, the Slovak Republic became an independent country in January 1993. The parliamentary elections of September and October 1994 brought an end to the reformist coalition of five parties, headed by Jozef Moravcik. In its place, the Movement for a Democratic Slovakia (MDS) came to power, headed by three-time prime minister, Vladimir Meciar. With its junior partners, the Slovak National Party (SNP) and the Association of Slovak Workers (ASW), the MDS holds 83 of the 150 seats in Parliament.
Economic Situation
Despite political backsliding by the Meciar government, the Slovak economy continues to grow at an anticipated rate of 3.6 percent in 1995 and 3.4 percent in 1996. Average annual inflation is expected to decline to 11 percent in 1995 and 10 percent in 1996. Unemployment was at 13 percent for the first half of 1995, and is expected to fall in 1996. Privatization has stalled, with Meciar's government declaring a moratorium on all direct privatization initiated by the previous government.
Environmental Expenditures
Total environmental expenditures in the Slovak Republic, the lowest of all four countries, was approximately USD 173 million in 1993. The Slovak government supports environmental investments and projects through the State Environmental Fund. At present, this fund only supports small and medium-scale investments that include waste water treatment plants and potable water infrastructure projects.

Acts and Associated Executive Regulations
The basic statutes concerning water protection are:
  • Act on the State Administration of Water Management ('The Water Act') No. 138/1973 of the Slovak National Council (1), amended by Act No. 234/1993 of the Slovak National Council (14)
  • Act on the State Administration of the Environment No. 595/1990 of the Slovak National Council (regulating water quality protection) (2), amended by Act No. 234/1993 of the Slovak National Council (14)
  • Act on Environmental Impact Assessment No. 127/1994 of the Slovak National Council (3)
Other regulations directly or indirectly related to water protection refer to the above mentioned and include:
  • Act No. 128/1991 of the Slovak National Council on the State Fund for the Environment (4)
  • Government Regulation No. 242/1993 of the Slovak government on disharge limits and the admissible degrees of water pollution (5)
  • Government Regulation No. 31/1975 of the Slovak government on penalties imposed for the violation of liabilities in the area of water management (6)

The Slovak Constitution provides for a multiparty, multiethnic parliamentary democracy, including separation of powers. Slovakia's highest legislative body is the 150-seat unicameral National Council of the Slovak Republic. Delegates are elected for 4-year terms on the basis of proportional representation. The Slovak political scene supports a wide spectrum of political parties ranging from the successors to the Communist Partythe Party of the Democratic Left (SDL)to the nationalistic Slovak National Party (SNS) on the right. Under the original Slovak Constitution, the president was elected by Parliament to a 5-year term. Since the Parliament was unable to agree on a successor to President Michal Kovac when his term ended March 2, 1998, most presidential powers reverted to the prime minister. In January 1999, Parliament passed a constitutional amendment allowing for direct election of the president. Kosice Mayor Rudolf Schuster was elected president in a May 1999 run-off with former PM Meciar and took office on June 15, 1999. The president serves as commander in chief of the armed forces, appoints ministers, grants pardons, and has the right to dissolve Parliament under certain circumstances. The president also signs laws and has the right to return legislation to Parliament, but Parliament can override this veto with a simple majority vote.

Mission of the Slovak Republic to NATO, Brussels Dear visitors, The one of the main priority of foreign policy of the Slovak Republic since its foundation is to be a member of NATO. Therefore, Slovakia from the beginning has actively participated in all NATO activities related to reach that goal. Slovakia has been among the first states that signed the PfP Program and it is with other nations the founder of EAPC . Slovakia actively participates in all activities posed by these initiatives in the political means and military as well.
Additional input of crucial importance in our efforts to preparation for future NATO membership is MAP . Our country is using all opportunities of this framework in order to be ready to join NATO when Allies decide to extend next invitations. We hope it will be soon and our hopes are focusing to the next NATO summit „which will be held no later than 2002".
The Slovak Mission to NATO provides the contact point between NATO and Slovakia in all NATO and Partnership areas. The new website of the Slovak Mission to NATO should therefore help all visitors to provide relevant information concerning Slovakia´s ambitions and on its all range of activities towards NATO and its security policy.

Unions protest against new government's social policy
In November 2002, less than a month after the appointment of a new centre-right government in Slovakia, the Confederation of Trade Unions of the Slovak Republic started organising protest actions against its social policy, which is seen as a neo-liberal attack on the welfare state. Following elections in September 2002, a new government was appointed in Slovakia in October. It is a coalition of three parties which had been in the previous government - the Slovak Democratic and Christian Union ( Slovenská Demokratická a Krestanská Únia , SDKÚ), the Hungarian Coalition Party ( Magyar Koalíció Pártja Strana Madarskej Koalície , MKP/SMK) and the Christian-Democratic Movement ( Krestansko Demokratické Hnutie , KDH) - plus the New Civic Alliance ( Aliancia Nového Obcana , ANO). The principal difference is that two parties in the former government - the Democratic Left Party ( Strana Demokratickej Lavice , SDL) and the Party of Civil Understanding ( Strana Obcianskeho Porozumenia , SOP), both located more to the left of the political continuum - are not members of the new coalition, pushing the government towards the right. The new administration characterises itself as centre-right. Less than a month later, trade unions started to prepare protest activities against the new government's policies. On 10 November, Ivan Saktor, the president of the Confederation of Trade Unions of the Slovak Republic (
