Press Release
The principal aim of the Dakar Forum, like the meeting in Kampala, was to share development experiences and agree on a common development vision for Africa. The proceedings, which took place in a warm and friendly atmosphere, focused on the following issues:
  • Vision of the Continent's future; Globalisation and regional integration; Natural resource management; Capacity building.
The prioritization of these themes took into account the global environment as well as their importance to any meaningful strategy for development in Africa. The Dakar meeting, through its high-level contacts and discussions, has contributed to strengthening the new partnership between Africa and the World Bank. The African leaders and the President of the World Bank Group restated the importance of meetings of this kind. They provide an opportunity to define, in the most consensual manner possible, both regional development strategies and the type of partnerships that would facilitate their implementation. Improved Prospects of Development The forum took a retrospective view of a region in deep crisis during the 1980s and of the social and economic recovery that started in the middle of the 1990s and resulted in economic growth rates that have been higher than population growth rates since 1995. Although Africa has made considerable progress towards democratisation, the leaders emphasised that the region needed peace and stability to consolidate its gains and achieve new progress.

Last updated March, 1999 This resource page includes links to selected sites in and about the countries on the itinerary of President Clinton's March 1998 Africa trip. The selection of most of the countries for the trip showed the President's intention to highlight Africa's successes, while the last-minute addition of a short visit to Rwanda highlighted continuing conflicts, and the horror of the 1994 genocide in that particular country. The emphasis on success, as opposed to a stereotypical view of the entire continent as crisis-ridden, was welcome. Even Africa's "winners," however, are still confronting internal issues of inequality, sustainability of development strategies and consolidation of initial gains in democratization and respect for human rights. It proclaims its attachment to fundamental human rights, respect for political, trade-union, and religious freedoms, and also for individual and collective property rights. The Senegalese state is a democratic and secular state, with French as its official language. The constitution provides for a strongly centralized presidential regime elected by direct universal suffrage. The president appoints the prime minister and is elected for seven years. Ministers are appointed by the prime minister in consultation with the president. Members of the National Assembly are elected to five-year terms by universal adult suffrage. Judicial, executive, and legislative powers are separated.

    GOVERNMENT AND POLITICAL CONDITIONS
    Senegal is a secular republic with a strong presidency, weak legislature, reasonably independent judiciary, and multiple political parties. Senegal is one of the few African states that has never experienced a coup d’etat. As noted above, power was transferred peacefully, if not altogether democratically, from Senghor to Diouf in 1981, and once again, this time in fully democratic elections, from Diouf to Wade in March 2000.
    The President is elected by universal adult suffrage to a 5-year term. The unicameral National Assembly has 120 members, who are elected separately from the President. The Socialist Party dominated the National Assembly until April 2001, when in free and fair legislative elections, President Wade’s coalition won a majority (89 of 120 seats). The Cour de Cassation (Highest Appeals Court, equivalent to the U.S. Supreme Court) and the Constitutional Council, the justices of which are named by the President, are the nation's highest tribunals. Senegal is divided into 10 administrative regions, each headed by a governor appointed by and responsible to the President. The law on decentralization, which came into effect in January 1997, distributed significant central government authority to regional assemblies.
    Senegal’s principal political party was for 40 years the Socialist Party (PS). Its domination of political life came to an end in March 2000, when Abdoulaye Wade, the leader of the Senegalese Democractic Party (PDS) and leader of the opposition for more than 25 years, won the presidency. Under the terms of the 2001 constitution, future presidents will serve for 5 years and be limited to two terms. Wade was the last President to be elected to a 7-year term.
