Improving School-to-Work Transition for All Students
ISSUE: Too many students leave high school without the occupational and academic skills to succeed in the workplace or in postsecondary education. School-to-work transition initiatives offer a promising approach to this issue and require major school restructuring. OVERVIEW: A report by the Commission on the Skills of the American Workforce, America's Choice: High Skills or Low Wages! (1990), states that "America may have the worst school-to-work transition system of any advanced industrial country." (p. 4) The curriculum of the typical American high school is geared toward preparing students for four-year colleges and universities.
Lynn Peters, director of Business-Education Partnerships for the Fox Cities Chamber of Commerce and Industry, discusses how high schools in Wisconsin often direct most of their efforts toward the 25 percent of kids who graduate from college.

NCREL, Oak Brook, 1992 Faced with a fast-changing job market through which there seems to be no discernible pathway to economic survival, many non-college-bound students fall through the cracks and find there is no "safety net." The reasons: (1) These students often are poorly preparedor not prepared at allfor the jobs that exist. (2) There is no consistent policy framework nor are there programs that effectively facilitate their transition from school to work. As a result, most are left to their own devices. The effect on the individual is devastating and the economic results for society are inescapable. The situation is much worse when the student is poor, a minority, or a school dropout. In the following sections we present: *A description of the changes in the workplace *Changes in demographics *Important findings from cognitive science about how people learn *An historical context of school-to-work educational and training programs *Issues of equity in schools and the workplace *Approaches to solutions
Major Changes That Have Impacted School-to-Work Transition
Changes in the Workplace U.S. business dominated the world's markets during the 20th century through a mass production system designed to drive down the unit cost of standardized products. This system reduced training needs and insulated the production process from absenteeism and turnover. Key features included minimal worker control, limited worker discretion, high levels of inventory, sophisticated quality control systems, and specialized personnel. This type of system is most advantageous when products or services, production systems, and technologies rarely change.

How to Be Involved - A Road Map The following selected case studies highlight types of involvement by companies, schools, government bodies and intermediary organizations in IT and school-to-careers (IT-STC).
