This message has got around, and every year millions of tourists from Germany and abroad holiday in the country. According to the Federal Statistical Office, 326.6 million people made overnight stays in German hotels, hostels or guesthouses in 2001. The majority of these, 288.7 million, were German guests. The figures speak for themselves: 57 % of all holidays taken in 2001 remained within the country. Germany is by far the most attractive holiday destination for Germans. On the other hand, two-thirds of Germans tend to spend their main annual holiday abroad. They leave the country in search of adventure, language, culture, sport or relaxation. However, tourism experts suspect that the current uncertainties in the world economy, and the "perceived" inflation since the introduction of the euro, could change this situation in the next few years and make holidays within Germany even more popular. 2002: the International Year of Ecotourism The United Nations and the World Tourism Organization (WTO) have designated 2002 as the "International Year of Ecotourism". Numerous projects are intended to promote the concept of environmentally compatible "soft" tourism. These include the expansion of Germany's long-distance cycle paths and an upgrading of the network of paths for hikers. The German National Tourist Board is using the slogan "Lust auf Natur" ("Enjoying nature") to advertise the diversity of available holidays close to nature. According to a study, most European holidaymakers coming to Germany in 2001 were mainly interested in the landscape and nature. This is no surprise: with two seas in the North, lake and river landscapes, mid-range and high mountains, numerous natural parks and biosphere reserves, the country offers outstanding experiences of nature as well as something often missing elsewhere: a decent tourism infrastructure.

Numbering around 30,000, Polish citizens officially represent Berlin’s second-largest group of foreign residents this year after the Turks . But what does nationality mean, after all? An estimated 130,000 people with Polish as their mother tongue (but with German Passport) currently live in Berlin. Polish is taught only at three schools, and the ‘Polish community’ is far less defined than the Turkish one. The Polish Losers’ Club provides a counter-balance: a meeting place for people with very different backgrounds, but a common perspective: that towards the East. ‘We will all be losers once during our lifetime,’ says Adam Gusowski. ‘No one can be cool all the time.’ Immediately after entering the club, people always ask the same question: ‘Why do you call yourselves the Polish Losers’ Club?’ ‘You see,' explains Adam, ‘people immediately get talking.' It's not like he couldn't provide an explanation. The Polish word for loser, he explains, is of Russian origin. In Poland the term does not have such a negative connotation, unlike in Germany. A ‘loser’ is a pleasant, somewhat clumsy person, for whom nothing ever goes quite right, whom people help out with an indulgent smile on their lips.

Monitoring of these problems is one of the priorities of the EUROGRAD Institute. For the study of problems currently facing our communities, we rely upon Information provided by the high-ranking officials of local government bodies that are responsible for their solving. Following are the results of the latest poll taken of local leaders from 76 towns and cities of Russia on pressing problems of city government and of everyday life of citizens. The poll was intended to reveal urgent socio-economic problems that emerged in the course of the implementation of economic reforms, and also the areas of local government activities where the communities are seeking scientists and practical assistance from scientists and from the EU states.
