249 settlements stricken by floods in Southern Russia
A total of 249 cities, towns, and villages were stricken by floods in Southern Russia, Deputy Civil Defense, Emergency Situations and Disaster Relief Minister Ruslan Tsalikov told Russia's upper house of parliament, the Federation Council, during a regular hearing for Cabinet members.
Tsalikov went on to say 4,848 houses were destroyed by the floods. 11,342 residential houses were damaged and another 53,600 partly flooded.
The deputy minister said more than 12,000 utility sites have flooded. 110,000 km of natural gas pipelines was damaged, along with 1,500 km of road and 21 km of rail track.
Tsalikov further noted that 800 km of power lines was damaged, blacking out 131 communities.
Adding insult to injury, even now "a difficult flooding situation persists in the territory of the Stavropol and Krasnodar Regions and in the republics of Karachayevo-Cherkessia and Dagestan," he said.
8,500 rescue workers are operating in the disaster area at the moment, with 2,500 vehicles and 84 boats employed.

    Kazan to host a Council of Europe symposium on cultural diversity - 20.06.2002 An international symposium on "Cultural Diversity in Historic Cities - Key to a Sustainable Future" will take place in Kazan from 20 to 24 June, 2002. It is organised by the Council of Europe's Congress of Local and Regional Authorities, in cooperation with the European Association of Historic Towns and Regions, Kazan's Council of Peoples Deputies and the City of Kazan. The venue is Kazan, the capital of Tatarstan and one of the oldest Russian cities.
    In a pre-conference interview, Kamil Iskhakov, Mayor of Kazan, Vice President of the European Association of Historic Towns and Regions and Chairman of the Chamber of Russian Historic Towns, stressed, "The theme of the conference fully corresponds with the life of the city".
    "The last European and the first Asian city on the way from the West to the East", in ancient times Kazan was an important point on the Great Volga Route, Great Fur and Silk routes where through the centuries people of diverse religions and nationalities lived together, said Mr Iskhakov. Today it is a multinational city with a population of 1 million 100 thousand people representing over a hundred nations and nationalities, with half Muslims and half Christians that "live in a peaceful atmosphere." He added that the most well-known cultural site, Kazan Kremlin, the monument of the world heritage protected by UNESCO, represents an example of Tatar and Russian influences in architecture which combines Bulgar, Golden Horde, Tatar, Italian and Russian cultures, demonstrating the impact of Islam and Christianity.

It is an opportunity for a city, or in our case, a geographic region, to join with another to further international understanding. How was Kurgan, Russia selected?
The sister cities concept between the Fox Cities and Russian began in the mid-1980's with the purpose of seeking peace, cooperation and understanding between American and Russian people. This understanding of peace is promoted through increased awareness of Russian in the Fox Valley communities. Average citizens from the Fox Cities and the Kurgan community had been making exchange visits since the 1980's. Local institutions, like Lawrence University, had also been exchanging teachers and students with Kurgan State University. Kurgan and Appleton officially became sister cities during the spring of 1990 with the help of the Sister Cities International organization in Washington, D.C.
