    GUBERNATORIAL TRANSITION: AISR Staff Serve on RI Education Team
    Annenberg Institute Executive Director Warren Simmons was named to Rhode Island Governor Don Carcieri's Education Transition Team. He was serving on the Subcommittee on School Governance, which was asked to define systemic goals that "good governance" should support and to identify effective models of K-16 governance.
    Director of Opportunity and Accountability Dennie Palmer Wolf participated in the Policy Subcommittee, which has alerted the new governor to the most pressing issues of public education in Rhode Island, particularly issues that will come up early in his administration: compliance with NCLB and diversifying the kinds of schools available to the state's residents.

APPLICATION REQUEST The Board of Nurse Registration and Nursing Education is charged with protecting the health, safety and welfare of the people of Rhode Island. The Board, through enforcement of statutes and regulations, safeguards the people from unauthorized, unqualified, and improper application of services by individuals in the practice of nursing. The Board meets on the second Monday of each month. It is composed of eleven (11) members, each serving a term of three (3) years. Board membership includes seven (7) professional nurses, two (2) practical nurses and two (2) members of the general public. Nurse members represent the different basic education programs, nursing service administration and clinical services. The general duties of the Board include:

    History Roger Williams founded the first permanent white settlement in Rhode Island at Providence in 1636 on land purchased from the Narragansett Indians. Forced to flee Massachusetts because of persecution, Williams established a policy of religious and political freedom in his new settlement. Other leaders advocating freedom of worship soon established similar communities on either side of Narragansett Bay. These communities united, and in 1663 King Charles II of England granted them a royal charter, providing for a greater degree of self-government than any other colony in the New World and authorizing the continuation of freedom of religion. The early 1700s was a period of prosperity for Rhode Island. Farming and sea trading became profitable businesses. Providence and Newport were among the busiest ports in the New World. Despite making profits from the slave trade, Rhode Island was the first colony to prohibit the importation of slaves. top At the start of the Revolutionary War, Rhode Islanders were among the first colonists to take action against British rule by attacking British vessels. On May 4, 1776, Rhode Island was the first colony to renounce allegiance to Great Britain and declare independence. Although no major battles took place in the state, Rhode Island regiments participated in every major campaign of the war. Rhode Islanders such as General Nathanael Greene, second-in-command to General George Washington, and Commodore Esek Hopkins, Commander-in-Chief of the Continental Navy, distinguished themselves as military leaders and heroes. The first Black regiment to fight for America made a gallant stand against the British in the Battle of Rhode Island.

    INTRODUCTION
    Established in 1967, the RI State Council on the Arts (RISCA) is charged by the state legislature to stimulate public interest and participation in the arts and to serve as the liaison to the state arts community. As set forth in the General Laws of Rhode Island, it is the responsibility of the Arts Council to: stimulate the growth of the state's arts and the public's participation in them survey and assess the needs of the arts state-wide, and to make recommendations to the Governor and the General Assembly provide educational opportunities in the arts actively support and encourage the expansion of the state's cultural resources promote and protect freedom of artistic expression The governing body of the Rhode Island State Council on the Arts is a commission of fourteen members.
