Mr. Gary Sasse, Executive Director of RIPEC, stated that "Rhode Island’s competitiveness is directly linked to the quality of its workforce – and it starts with a high performing public school system. While the State has experienced some improvement in the 1990s, our student performance continues to trail our neighboring states.

Governor Carcieri (center) talks with GTech President and CEO Bruce Turner (left) and House Speaker William Murphy (right) after signing the agreement to keep GTech in Rhode Island. The agreement was announced at 5:00pm on Wednesday afternoon. April 9, 2003 Governor Carcieri is working to create more and better jobs for all Rhode Islanders, using three guiding principles. 1 - Turn ideas into jobs.
This means using limited state support to grow new businesses through such efforts as the Slater Centers for Excellence, where seasoned business professionals mentor entrepreneurs who have good ideas. In the new budget for fiscal year 2004 the Governor proposes to double the investment in the Slater Centers from $2.5 million to $5 million to spur additional development. In addition, the budget calls for increased support for research at the University of Rhode Island. This state ranks last in the nation for public college and university spending on research and development. The proposed URI Center for Biotechnology and Molecular Biosciences will be available to students from all state-run institutions of higher education (or businesses seeking employee training), preparing them for careers in these growing industries. Companion bills before the legislature will allow public university researchers here, like those in other states, to benefit from the profits their work makes possible.

The Governor's Vision
Governor Carcieri's Vision on State Spending The cupboard is bare, and now we must get down to the hard work of putting our house in order. There are no magic solutions. We must bring our current expenditures in line with our current revenues. We must learn to live within our means. Within this overriding principle, I have set four goals for this budget:
  • Maintain core human services programs providing for the state’s most vulnerable citizens; Make strategic investments in education and job creation; Devote more resources to enhance our crumbling infrastructure of roads and bridges; Avoid increases in broad-based income and sales taxes, while pressing all other sources as much as possible.

    Public Finance Management Board
The General Treasurer chairs the Public Finance Management Board, which acts as a clearing-house for information regarding various state and local bond issues. The Board also allocates the private activity volume cap for the issuance of private activity tax-exempt debt. The nine-member Board was created in 1986 in response to changes in the federal tax code which placed limitations on tax-exempt bonding authority.
    Refunding Bond Authority
The General Treasurer chairs the six-member Refunding Bond Authority. The General Assembly created this Authority in 1987 to refinance certain State general obligation debt at lower interest rates. In 1998, the Refunding Bond Authority completed its consolidation of the Public Building Authority. Included in the consolidation was the refinancing of certain outstanding debt of the Public Building Authority to reduce debt service payments.
    Sinking Fund Commission
The General Treasurer serves on the nine-member Sinking Fund Commission. The Sinking Fund Commission controls the management of all sinking funds established for the redemption of any bonds or certificates of indebtedness issued by the State.
