HISTORY
For at least 300 years before the arrival of the first Europeans (Spaniards), most of the Peru (excluding the eastern lowlands) was the heart of the Inca empire that extended from present-day Ecuador to central Chile . The area from wich the empire developed was centered in the basins and valleys of Cuzco . The Incas conquered the Andean people and fostered among the most advanced of ancient American civilizations. The incas themselves developed a civilization and administration that in many respects was of a high order, although different in basic concepts from the civilizations that prevailed in the "Old World". The Inca Empire ended with the conquest of its heartland and Capital Cuzco (1531-1533) by the Spaniards under Francisco Pizarro. Lima was founded in 1535 and became the focal point of Spanish expansion and domination of western South America. It soon became the capital of the Viceroyalty of Peru, which until the mid-eighteenth century, extended from the Caribbean to La Plata (Argentina). During the seventeenth century Peru was the second most important producer of silver (for 20 years it was the largest producer). Indians who attempt to rebel or to evade exploitation and forced labor were executed. The establishment of the viceroyalties of New Granada (1739) in the north and La Plata (1776) in the south greatly reduced the extent and power of the colonial administration centered in Lima. Peru declared its independence in 1821, following an uprising by local European (Creole) inhabitants against the Spanish colonial rule, which came to an end only in late 1824. Between 1526-28, the Spanish conquistador Francisco Pizarro explored Peru's coastal regions and, drawn by the riches of the Inca empire, returned to Spain to raise money and recruit men for another expedition to the country. Return he did, marching into Cajamarca, in northern Peru, before capturing, ransoming and executing the Inca emperor Atahualpa in 1533. Pizarro subsequently founded the city of Lima in 1535 but was assassinated six years later. The rebellion of the last Inca leader, Manco Inca, ended ingloriously with his beheading in 1572. Cuban-inspired guerrilla uprisings in 1965 led by the National Liberation Army were unsuccessful, but a series of nationwide strikes coupled with a violent insurgency by the Maoist Shining Path (Sendero Luminoso) guerrillas caused political instability in the 1980s. Another guerilla group - the Tupac Amaru Revolutionary Movement (MRTA) - also gained in strength during this time. However, the 1990 presidential election victory of Alberto Fujimori (erroneously known as El Chino because of his Japanese parentage) over Peruvian novelist Mario Vargas Llosa, and the capture in 1992 of inspirational MRTA and Sendero Luminoso leaders buoyed hopes for a sustained period of peace. The main threat to domestic stability remains unemployment and poverty, despite Peru's fast-growing economy. Fujimori was re-elected in April 1995, comprehensively beating former UN secretary general Javier Perez de Cuellar. A treaty was signed with Ecuador in 1998, peacefully resolving a contentious 57-year-old border dispute, paving the way for increased foreign investment in both countries. In November 1999, Peru and Chile settled their last long-standing territorial dispute over the important trade bottleneck of Arica.

A Very Proud History
Peru encompasses a past of over 10,000 years of the most harsh and inhospitable, if spectacular, environments in the world - the high Andes of South America. Civilization in the Andes has long been equated with the Incas. The architectural achievements of the Incas are inevitably compared to the feats of the Romans. In contrast, the invasion of the Spaniards in 1532 between the Andeans was one of the first clashes between Western and non-Western civilizations. The Spanish conquest and colonialism has characterized Peru down through the centuries. Peru, like its geography, became divided economically, socially and politically between a semifeudal, largely native coast. The persistence of this "dualism" and the inability of the Peruvian state in more recent times to overcome it have prevented not only the development but also the effective integration of the Peruvian nation to this day.

eru is best known as the heart of the Inca empire, but it was home to many diverse indigenous cultures long before the Incas arrived. Although there is evidence of human habitation in Peru as long ago as the eighth millennium BC , there is little evidence of organized village life until about 2500 BC. It was at about this time that climatic changes in the coastal regions prompted Peru's early inhabitants to move toward the more fertile interior river valleys. For the next 1500 years, Peruvian civilization developed into a number of organized cultures, including the Chavìn and the Sechìn. The Chavìn are best known for their stylized religious iconography, which included striking figurative depictions of various animals (the jaguar in particular) and which exercised considerable influence over the entire coastal region. The Sechìn are remembered more for their military hegemony than for their cultural achievement.
The decline of the Chavìn and Sechìn cultures around the 5th century BC gave rise to a number of distinctive regional cultures. Some of these, including the Saliner and the Paracas, are celebrated for artistic and technological advances such as kiln-fired ceramics and sophisticated weaving techniques. From the Paracas arose the Nazca, whose legacy includes the immense and cryptic Nazca Lines. However, the accomplish- ments of these and other early Peruvian civilizations seem today to pale in comparison to the robust pre-Columbian civilization of the Inca.

The early part of the twentieth century was marked by a drawn-out civilian dictatorship headed by President Augusto B. Leguia. The project to modernize the country, creating works for a New Fatherland left the State heavily in debt and unable to deal with the 1929 crash. It was also a time of intellectual creativity, symbolized by the founder of the APRA party, Victor Raul Haya de la Torre and Jose Carlos Mariategui, the father of Socialist beliefs in Peru and the center of intellectual and artistic thinking in the country during his short life.
After the fall of Leguia, military regimes once again rose to the forefront, despite apparently having run their course with the presidencies of Prado in 1939 and Bustamante y Rivero in 1945; but in 1948 a new military government was formed by Manuel A. Odria. Over the next eight years, major public works were built amidst severe political repression.

Today, Peruvians are ambivalent about their past: Pride in their Spanish and Inca heritage mixes with shame over the sometimes brutal actions of their forefathers. After winning independence from Spain in 1821, Peru enjoyed a short period of republican government, followed by nearly 160 years of "good" dictatorships alternating with corrupt tyrannies, ineffectual democratic administrations and sheer anarchy. The last decade has signaled a new stability, but complex economic and political problems remain. Sporadic attacks by guerrilla groups have continued, despite the arrest of most of the leaders of the Shining Path, the most violent group. In the 2000 presidential election, Alberto Fujimori was declared the winner, but allegations of vote-rigging were so persistent that most nations, including the U.S., did not recognize the results. Fujimori eventually fled the country, and in June 2001, Alejandro Toledo was elected president.

Pizarro's arrival on behalf of Spain in 1532 hastened the end of the Incas, although their subjugation would not be complete until nearly 40 years later. The rich natural resources of Peru, specifically gold and other metals, made it especially attractive to the Spanish and for the next 200 years, Lima was the center of the region's wealth and power. In 1821, Simon Bolivar and Jose de San Martin defeated the royalist forces and Peru was independent, though in the next four decades, power changed hands 35 times and the country went through more than 15 constitutions. For over fifty years (from the 1930s till the 1980s) there was great hostility between the armed forces and the supporters of Peru's most important political party, the so-called Apristas. Consequently, APRA was prevented from taking power until 1985. Peru's problems exacerbated in the 1980s with the rise of the Maoist 'Shining Path' guerrillas, continuing into the '90s.
