For the most recent state law profile, please contact the Center for Education Reform or order Charter School Laws Across the States: Ranking Score Card and Legislative Profiles from our Publications page New Hampshire (1995; last amended in 1999) The 8 th weakest of the nation's 38 charter laws General Statistics Number of Schools Allowed Unlimited Number of Charters Operating (As of Fall 2001) Approval Process Eligible Chartering Authorities Local school board (subject to both town and state board of education approval) Eligible Applicants Non-profit organizations, 2 or more certified teachers, 10 or more parents Types of Charter Schools Converted public, new starts (but not home-based schools) Appeals Process Applications denied by the local school board may be appealed to the state board of education whose decision is non-binding. Formal Evidence of Local Support Required Teachers in school (majority, or two-thirds of teachers in a district that has only one school), school principal, and superintendent. In addition, local voters have two opportunities to approve or deny charter schools: 1) voters decide whether they will allow charter schools in their district; (2) after a specific charter school contract is approved by both the local school board and the state board of education, it is put on ballot for voter ratification; additionally, since charter school budget is shown as a separate line item in district’s budget, voters could in theory limit or eliminate funding for the school.

The Promise of Charter Schools in New Hampshire: What We Know and What We Need to Do
FOREWORD

This report will enlighten people curious why charter schools did not emerge immediately after New Hampshire's charter school law was passed in 1995. It will provide helpful ideas for New Hampshire legislators seeking to improve New Hampshire's charter school law and guidance to those who want to pursue a charter school here. Nationwide, charter public schools are a school reform phenomenon of increasing local and federal importance. As of October 2002, 2700 charter schools are operating in 36 states and the District of Columbia, serving over 575,000 students. But no charter schools have opened in New Hampshire since enabling legislation was enacted in 1995. Legislative ink was not dry on the paper when the first groups attempted to work with New Hampshire's new charter school law. Administrative rules were not yet written and many guidelines were unclear when the first entrepreneurs attempted these schools. No doubt the early efforts failed, in part, due to general confusion about the charter school model and lack of familiarity with our state's legislation. Few east coast charter schools were in place at the time. Interviews with New Hampshire's initial charter school proponents and founders suggest that their objectives were higher achievement standards and smaller school populations, cost-effective options for accommodating population growth and more effective ways of handling special education, and addressing parent apathy. Noble goals most readers could support.

Legal Steps for Establishing a Charter School Under New Hampshire Law
New Hampshire's charter school law is an enabling law and is designed with one authorizer-the legislative/budgetary authority of the town or district. For all towns , the legislative authority is the voters who take action by voting on warrant articles, prepared and annotated by the school board, at annual or special district meetings. For the state's 13 cities, the legislative authority varies-for most cities the legislative authority is the board of aldermen or city council. For some cities, the legislative authority for school district matters is the voters. For Concord, the Concord school board has legislative authority. Although RSA 194-B is an enabling law, it is written so that the legislative authority must vote to enable the district to use the enabling law. This first vote is considered the "generic authorization." It allows charter school proposals to come forward for review. The second vote to ratify the charter takes place after a charter is awarded by the State Board of Education, and is referred to as the "ratification" vote. The second vote allows the charter school to be funded and to open.
  • The question of establishing a charter school will be placed on the warrant of a special or annual school district meeting for approval. In districts without annual meetings, a public vote shall be held for the passage of an enabling warrant.

This will entail a complex series of moves and changes, which staff in Planning and Estates are now beginning to plan in detail, in discussion with the Deans and School Administrative Managers. Their first priority has been to determine the appropriate location for each of the new Schools and in particular the social and administrative centre for each. This gives the University a long-term vision against which all the moves can be planned.     New Hampshire Agriculture in the Classroom is part of a national effort to develop an understanding and appreciation of one of the nation's major industries - AGRICULTURE. We provide support and reinforcement for all educators in the task of helping young people develop an awareness of the diversity of New Hampshire agriculture, its contribution to the state's economy and a basic understanding of food production. For many reasons we have become an agriculturally illiterate society. With less than 2 percent of the population involved in production agriculture, the general population is far removed from their food source. This trend is having a harmful effect on agriculture. Up-to-date information concerning agriculture will help students understand the food and fiber system.     About Ski Jumping in the Eastern USA
    Ski jumpers currently carry on the traditions of their sport in a dozen or more locations across New York and New England. Over the last twenty years, every U. S. Winter Olympic Team has included ski jumpers from the Eastern part of the country. Thousands of children have enjoyed the sport, some for a few years, others making it a lifetime activity. Norwegian immigrants brought the sport of Ski Jumping to America over a century ago and this exciting sport quickly spread and grew in popularity in snow country from coast to coast. In New York and New England, jumping hills sprang up in virtually every town, large or small. In time, high schools, prep schools and colleges formed ski teams with jumping as the headline event. Over the ensuing generations, many of the old jumps have disappeared and their supporting ski clubs have either died with the jumps, or transferred interest to other activities. The NCAA dropped ski jumping as a title sport in the 1980's and only New Hampshire keeps ski jumping as an interscholastic sport. However, several New England prep schools vigorously support the sport with teams and jumping hills. Largely, ski jumping has returned to its roots as a club based activity with smaller numbers but no less enthusiasm.
