Published 1/2/03 Dresden School Board Opposes Costs of Education Law By Alex Hanson Valley News Staff Writer Hanover The Dresden School Board has stated its opposition to the cost of implementing the federal No Child Left Behind Act, and other area school officials will start talking about the law at meetings this month. Dresden board members approved putting on the annual Town Meeting warrant an article asking voters to condemn the federal education law's additional financial burdens. Those cost estimates have New Hampshire educators arguing that the most sweeping change in the federal government's role in education since 1965 constitutes an unfunded mandate a federal requirement not backed by federal money and a loss of local control over education. The cost of those requirements is making area school administrators nervous as they prepare budgets for next year. The Dresden School Board backed a resolution circulated by school officials from Somersworth that urges full federal funding of federal legislation. Dresden officials are still working on language for a warrant article that, if approved by Hanover and Norwich voters later this year, would say that the district opposes any and all unfunded and underfunded federal education mandates. The Lebanon School Board had planned to discuss the law before the holidays, but had to put it off amid marathon budget discussions, said Superintendent Mike Harris.

Tennessee Alaska: On June 13, 2001 The Alaska Department of Education and Early Development endorsed the National Standards. To the Top Connecticut: Connecticut's State Board of Education adopted a state policy on School, Family, Community Partnerships on August 7, 1997 based on the National PTA's National Standards for Parent/Family Involvement Programs. Connecticut's General Assembly passed a law in 1997 (Public Act 97-290) which was intended to foster meaningful partnerships among schools, families, and communities to enhance student learning. It stated that ALL local and regional boards of education were required to develop, adopt, and implement written policies and procedures to encourage parent-teacher communication by September 1, 1998. The Connecticut Department of Education along with community partners including the Connecticut PTA, put together a packet to help local boards of ed comply with the law. The packet contained a sample policy, the six standards in detail, an overview of the law, and procedures and agreements that had been developed in school districts around the country, as models for communities to use. This policy and law impact 1,068 public schools including 645 elementary, 163 junior HS/middle schools, 163 high schools, and 17 vocational/technical schools, serving 545,619 public school students.

FOR IMMEDIATE RELEASE CONTACT: PRESS SECRETARY June 16, 1998 HOUSE PASSES BASS SPECIAL EDUCATION FUNDING RESOLUTION WASHINGTON, D.C. Called the "mother of all unfunded mandates," funding for special education took a giant step forward today as the House passed a resolution by Congressman Charles Bass (NH-02) calling for the federal government to fully fund its share of special education costs. Bass was pleased his resolution garnered such strong bipartisan support, stating: "Today's vote sends the very clear message that funding for special education should be and will be a national education priority for this Congress." He continued, "For me, it's extremely gratifying when you consider that six months ago, this issue wasn't even on the legislative radar screen. Now, instead of being flat funded like in the President's budget request, we have a chance to increase funding for an important program whose impact is far-reaching." The resolution passed today directs Congress and the President to make special education the top education funding priority and to work towards meeting the federal government's statutory obligation under IDEA. It had won the unanimous support of the House Education Committee and the House Budget Committee, which also included an amendment by Bass in the FY99 Budget Resolution that calls on Congress to work towards fully funding IDEA this year. In addition, the resolution has been endorsed by National Association of State Boards of Education, American Association of School Administrators and National Easter Seal Society.

Search Home About Us Calendar ... Structure and Staff Origins In 1846 the state of New Hampshire passed legislation creating a commissioner of common schools. This legislation marked the beginning of organized public education in the state. Under the guidance of the commissioner, teacher institutes were inaugurated. These institutes brought teachers together over a period of a day or two to discuss common issues and listen to speakers on a variety of educational Back to Topics. Since most teachers at the time had very little training, the meetings were valuable because they enabled teachers, usually isolated in single-room schoolhouses, to share their problems and offer one another support. By 1853 the institutes had become very popular and teachers were beginning to develop a sense of professionalism. At that year's meeting a suggestion was made that a state association for teachers be formed. The next year an invitation was issued to teachers throughout the state. It read in part: It is hoped and expected to give birth to an association that may exist and do good as long as teachers and taught have one duty left, one bond of interest to unite them . . . In the association no party stripes or sectarian division can enter. Its platform will be as broad as science, humanity, and truth.
