TIPS FOR KEEPING SCHOOLS SAFE FROM VIOLENCE
As a result of yesterday's tragic shooting in Colorado, Attorney General Frankie Sue Del Papa has re-released a brochure that was first jointly published by the Nevada Department of Education and the Nevada Attorney General's office in September, 1998, entitled, School Safety; A Message to the Community. The brochure includes ten steps kids can take to help prevent violence in their school, along with outlining ten basic points of a Safe School Plan. The brochure was originally released as part of the National Youth Violence and School Safety Initiative spearheaded by the National Association of Attorneys General (NAAG) and the National School Boards Association (NSBA). "Consistently we see stories on the local news about kids bringing loaded guns to school or other acts of violence involving students on our school campuses," Del Papa said. "Yesterday's tragedy in Littleton, Colorado reminds all of us to reflect on the importance of joining together to better enhance and coordinate our efforts to reduce the chances of such an incident taking place in our State." "Youth violence is not simply a school problem," Del Papa said. "It is a social problem that cuts across governmental sectors and socioeconomic levels. It is a health-care problem, an economic problem, a justice problem and an education problem. Schools cannot on their own eradicate the causes and consequences of violence. However, schools can be a powerful force for change, for preserving the hopes and opportunities of the children they educate, and for supporting the families in their communities."

As part of growing efforts to address the issue of violence in schools, State Superintendent of Public Education Mary Peterson joined Attorney General Frankie Sue Del Papa today in announcing support for a new national Youth Violence and School Safety Initiative spearheaded by the National Association of Attorneys General (NAAG) and the National School Boards Association (NSBA). Back To Top Professional driving schools offer general drivers education to motorists of all ages and specific instruction in specialized fields such as trucking and drivers education for teenagers. Drivers education is required for most beginning drivers under 18 years of age. It is not required for beginning drivers 18 or older. DMV licenses and monitors schools but does not regulate pricing or schedules. DMV does not license drivers education programs offered in Nevada high schools. Those programs are not listed here. Schools which offer courses by Internet, video or similar means are listed as "Communications Technology Schools".

Evaluation of Charter Schools in Nevada             Since Minnesota passed the first charter school law, 80% of the states across the nation have followed suit, and as of the 1999-2000 academic year, there were almost 1,700 charter schools in operation.  Nevada is a relative newcomer to this process, but during 2001-2002, there were already 10 charter schools in Nevada, and more are on the way.  This report looks at the oldest five of these schools, relying primarily on site visits utilizing document review, interviews, and observations.  One of the schools is completing its fourth year of operations; the others are completing their third.  Because charter schools vary considerably from each other, each is reported upon individually; however, there also seem to be some general statements that can be made. Fiscal Challenges Instructional Programs             As in many other states, charter schools in Nevada are often faced with developing curriculum and instructional strategies within a short time frame.  This forces the founders to choose between creating their own programs or buying programs “off the shelf” because they can be implemented quickly.  Nevada’s first charter schools have tended to take the second approach, relying heavily on such programs as NovaNet, Accelerated Reader, Core Knowledge, and Child U.  It is too soon to tell if these schools will evolve into more creative programming to meet the individual needs of their specific clientele, although there are some hopeful signs.

Registration/Licensing/Accreditation: only Regulations passed by the State Board of Education in September 1999 allows licensed schools to employ teachers licensed in other states or territories, as long as the percentage of licensed teachers vs. unlicensed teachers does not drop below 70 percent. The unlicensed teachers must have either a bachelor’s or master’s degree with verified full-time or supervised experience. Recordkeeping/Reports: Private elementary and secondary schools may not permanently admit a student until the parent/guardian furnishes a birth certificate or other proof of the child's identity, and if applicable, the students prior school records. Children must be admitted to a school under the name appearing in the identifying documents, unless the parent/guardian furnishes a court order to the contrary or the child is in the custody of the welfare division. If the parent/guardian fails to furnish identifying documents within 30 days of conditional admission, the principal must notify the local law enforcement agency and request a determination whether the child has been reported missing. Nev. Rev. Stat. 394.145. Curriculum: Health: Safety: Transportation: Home Schooling: A child may be excused from compulsory attendance requirements when written evidence is provided to the board of trustees of the county school district that the child will receive equivalent instruction. The request must include a statement about the person who will be teaching, where the instruction will take place, the educational plan including the proposed educational goals and the instructional materials to be used, a calendar of the proposed days of teaching, and evidence of qualification of the instructor. NAC 392.025

General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state.
