While the increasing diversity of Nevada enriches our communities, it also challenges our public schools to meet the English language and literacy needs of our expanding immigrant student population. By building community-based after-school literacy programs, we can help our children overcome academic hurdles and get on track for future success. In order to achieve this goal, I recently introduced legislation to expand after-school literacy programs for Limited English Proficient students. This legislation would build on a successful model Homework Center which serves the Las Vegas community. The students involved in the after-school program have shown dramatic and consistent improvement in their academic courses. The legislation has been added as an amendment to the Elementary and Secondary Education Act (ESEA). The amendment enhances the ESEA by expanding the eligibility of community based organizations to partner with public schools through the 21st Century Community Learning Center funding program. Congress established the 21st Century Community Learning Centers program as title X, part 1 of the ESEA in order to fund after school instruction that provides children with supplemental academic, reading, and technology skills.
