UC Berkeley gets $2.8 million CDC grant, joins nationwide network of public health academic centers fighting bioterrorism 26 September 2002 By Sarah Yang, Media Relations Berkeley - A new $2.8 million federal grant will help University of California, Berkeley, researchers battle bioterrorism, infectious disease outbreaks and other emergent public health threats through a new Center for Infectious Disease Preparedness. The three-year grant, announced today (Thursday, Sept. 26), establishes UC Berkeley's School of Public Health as the site of one of four new academic centers for public health preparedness. The academic centers are funded by the Centers for Disease Control and Prevention in collaboration with the Association of Schools of Public Health. UC Berkeley and the other three new centers - at the University of Michigan, University of Oklahoma and University of South Carolina - will join 15 others funded last February as part of the $2.9 billion bioterrorism initiative launched by President George W. Bush earlier this year. "The weaknesses of the nation's public health infrastructure were made clear in last year's anthrax attacks," said Dr. Arthur Reingold, professor and head of epidemiology at UC Berkeley's School of Public Health and principal investigator of the grant. "We learned that we need to improve coordination and communication throughout the public health system, from the local to the national level. These centers for public health preparedness are a major step forward in reaching that goal."

Appendix A Resources for Technical Assistance
To help all children reach high academic standards, many states, school districts, and schools will need a new kind of technical assistance. They will need comprehensive assistance that is driven by the needs of families and children and that can provide tools and information to help them leverage all available resources in order to improve teaching and learning for all children. To that end, the Department is creating regional technical assistance centers to provide comprehensive, high-quality assistance and information. The Depart ment is also changing the way it relates to the field by shifting its focus from monitoring for compliance to providing support to enhance program quality.
Regional Service Teams and Integrated Programs Reviews
The Office of Elementary and Secondary Education (OESE), which houses the Office of Migrant Education, has a new organizational structure that is built around ten regional service teams. Existing program offices, including the Office of Migrant Education, will retain a small program base, but will provide most services to OESE grantees through teams that have staff with expertise in OESE's programs. This new structure signals a new relationship with states and local operating agencies. Rather than focus on providing program-specific advice, the restructured OESE will use cross-program teams to encourage and support state and local efforts to integra te services and collaborate across programs. In anticipation of this change, OESE began in 1994-95 to conduct integrated reviews of federally funded education programs. Integrated reviews are on-site observations and assessments performed by a team of s taff members from two or more program offices within the Department. Each focused on the progress of systemic reform efforts within a state and explored how individual federal programs fit within that broad reform effort. The Office of Migrant Education participated in all of the initial integrated reviews.

Director of Planning and Grants Building a high quality cadre of teachers is one of the greatest challenges facing American education today. In both the pre-service and in-service arena, the technology qualifications these teachers possess dramatically impacts the use of technology in the classroom. Our students are shortchanged if their teachers do not have the necessary staff development for effectively using technology tools and resources to impact student achievement. According to a United States Department of Education report, only about twenty percent of our teachers feel very well prepared to integrate technology into classroom instruction. All of the hardware and software in the world makes no difference if the teacher doesn't know how to effectively connect technology as a learning resource. The American education system has spent the last six to ten years making sure that we have equitable access in our schools to high speed connectivity, that we have our classrooms wired, that we have hardware and software to support student learning, that our teachers are prepared to use technology effectively, and that we are providing online content to classrooms, computer labs, and school library media centers.

By most accounts, it was understaffed, underfunded and lacked on-air promotion. Then a new management team came on board, committed to bringing Channel 10 into bigtime broadcasting. Now, after an energetic expansion and spending spree, the bubble has burst. The station is canceling programs, firing staff and hoping to avoid further cuts. Needs Assessment Based upon a survey instrument that was sent out to key tribal employees in the state, Nevada tribal issues included: limited access to library services based on geographic location; the need for internet training and full Internet implementation on the reservations; a need to increase the number of American Indians entering the library and museum field. The needs assessment also indicated a general lack of understanding among the tribal communities regarding what constitutes a library. Of the 26 tribal communities in the state, only a handful have collections that are inventoried and catalogued. State Conference More than 75 representatives from Nevada tribes made their information priorities known to people from libraries, museums and other cultural institutions at a convocation in Reno, January 26 - 27. Nevada tribes provided major input to program content over a six month period during which more than 20 tribal representatives participated in a series of meetings held in libraries, museums and other agencies.
