BY LON WOODBURY Certified Educational Planner The World Wide Association of Specialty Programs (WWASP) consists of an interrelated collection of legally independent programs for at-risk young people, or teens making poor decisions, currently with programs located in Utah, Montana, South Carolina, Mexico, Western Samoa and Jamaica. In the past many people have thought of Teen Help as the overall controlling organization, but Teen Help actually has only been a marketing, screening and admissions group that refers parents and their children to WWASP programs, and occasionally to other programs. Recently, WWASP itself has started doing marketing, screening and admissions for the WWASP affiliated programs, adding those activities to WWASP’s original purpose of providing the cost advantages of pooled resources. WWASP also provides services to all their programs such as seminars, workshops, a web page, consulting, trouble shooting and assistance with parent concerns.

Rural or urban, rich or poor, culturally diverse or homogeneous, all public schools face the challenge of trying to educate students who for one reason or another don't thrive in the usual school environment. School psychologists or counselors may be called. Conferences with the parents are sought. Behavior management contracts are drawn. All this to no avail the student is at risk of failing. With other options exhausted, this is a common scenario in which the school, parents or students themselves may seek an alternative school. "Alternative school," a term with several definitions, has been an integral part of the way the education system has evolved in the United States. "Early in our history," writes R. Garrison in a resource paper on disruptive youth, "we recognized that the needs of a few often mirror the needs of the many. From the establishment of Harvard College in 1636 [originally intended for the education of Puritan ministers] to the magnet schools of today, American education is the collective result of countless alternative school programs." With our diverse society, options seem essential to the health of our education system. Alternative schools and programs for kids at risk of failure, as well as those who seek specialized schools of various kinds, are a way to help kids who do not flourish in the traditional school setting.

Fax: 406/892-6583 Established in 1990, EAGLE High School serves students in grades 9-12 who have fallen behind in credits, dropped out, or are not having success at the district's traditional high school. What began as little more than adolescent day care for students with drug problems has become a well-structured program that serves a diverse group, holds students accountable for their actions, and receives generally positive press in the community. The school's mission is to prepare students for adult daily living skills in an encouraging and safe environment. Initially, the goal for these students was re-entry into the local mainstream high school, but only two to four students a year have actually taken this route to graduation. Students come to EAGLE through choice or by referral. The school enrolls about 60 students, with another five in an independent study program. To be placed on the waiting list, students must go through an interview process. Each student has a success plan detailing his or her goals in terms of the number and types of credits that need to be earned for graduation and a plan of action.

Bozeman is the home of Montana State University, one of the West's most dynamic institutions of higher learning. In recent years, the university has become a regional center for research and development of new technology as well as innovations in tele-communications, laser physics and engineering. More than 11,500 students from all 50 states and 75 foreign countries are enrolled at MSU. Bachelors degrees are offered in 47 fields with a masters degree in 41 fields and a doctorate in 13. Montana State University is a land grant university with units in Great Falls, Billings and Havre. The Bozeman Public Schools involve two districts, the elementary and the high school. In Bozeman there are six elementary schools, two middle schools, a high school and an alternative high school. The elementary schools host between 300 and 500 students each, the two middle schools have between 500 and 600 each and Bozeman High School has an average enrollment of over 1900 students.
