Massachusetts Association of Special Education Parent Advisory Councils (MASSPAC) MASSPAC Press Release: Parents Oppose Cellucci Proposal for Certificates Sharon, MA- January 16, 2001- The Massachusetts Special Education Parent Advisory Council (MASSPAC) today announced its strong opposition to Governor A. Paul Cellucci's proposal to grant certificates rather than diplomas to special needs students who fail the MCAS test. MASSPAC is a non-profit, volunteer organization representing parents of children with disabilities across 300 school districts. Sue Senator, MASSPAC Director of Assessments and Research, said: "Although the governor shows some sensitivity around the problem of special needs children and the difficulties they face in passing the MCAS exam, there are serious flaws in the certificate proposal." The organization is concerned about the plan for several reasons including: Federal law (IDEA - the Individuals with Disabilities Education Act) requires school districts to maintain the same level of accountability for ALL students. Since a certificate of completion is a lesser standard than a diploma, the governor's proposal allows the state to be less accountable for the quality of education provided to one segment of students - those with disabilities, violating the intent of federal law. Special needs children who are given a certificate will be excluded from any higher education institution that requires a diploma for admission.
