Where They Stand Common Sense and Straight Talk on Education K-12 Education Tim Penny believes that educating Minnesota's young people in the public education system is the most important role of the state. Period. When it comes to K-12 education, Tim Penny believes we must give more flexibility to allow new ideas to come to light in the public education system. Creative ideas can and will come to the table when we focus on problem areas, get to the root of the financing dilemmas and reduce state mandates. Several challenges lie ahead for education. One glaring problem is the high school drop-out rate - as high as 40 percent in our Minneapolis and St. Paul districts. Tim Penny believes this crisis must be a focus of the next Governor. More students should be offered a skills-training track that prepares lower-performing students for decent jobs at decent wages. Mentoring should also be available to every child who needs it. School districts should be given as much flexibility as possible to find innovative ways of dealing with this issue. The financial situations of school districts across the state vary greatly. Some are facing serious funding shortfalls and some are managing. Some are faced with disproportionate expenses of special education and second-language teaching. A one-size-fits-all approach to education will not work.

Health Services Programs Prevention of HIV/STD and Teen Pregnancy HIV Support Services Health Education Division: (Prevention of HIV/STD and Teen Pregnancy) Definition: Staff and youth peer educators motivate and educate African American youth on the power of self-determination and practical methods to prevent HIV, STDs, and teen pregnancy. The program engages youth in its curriculum through various outreach efforts, including the distribution of safe sex kits containing condoms and information on how to use them properly. The program also includes prevention messages regarding alcohol, tobacco and other drugs. The annual cost of the program is $391,000. Expected Outcome: Participants will understand the need for responsible sexual behavior and healthy personal relationships. Participants will also know how to practice abstinence or safe sex to prevent pregnancy and inhibit the spread of HIV/AIDS. Example: John, an African American male, came to the Minneapolis Urban League Health Services division in 1997 as a 16-year-old peer educator. As part of the HIPP HOPP team, John learned about different STDs and HIV/AIDS. Since he became a peer educator, John has altered both his past behavior and his outlook on life. At age 17, he discovered that he was HIV+, which only increased his resolve to become a stronger force in the fight against HIV/AIDS. As a result, John went on to become the president of the Minnesota Youth Council of the Minnesota Commissioners Task Force. He now resides in Washington D.C. and travels to many different states to speak and educate others about the fight against HIV/AIDS.

Newsletter Volume 1 / Number 2 / Fall 1995 Saint Paul, Minnesota Update on the Status of the Higher Education Center Against Violence and Abuse When the Higher Education Center Against Violence and Abuse openedits doors at the University of Minnesota in September 1994, awork program had already been developed that would take it through1994 and 1995. The work program included regional meetings, taskforces, an electronic clearinghouse, pilot projects, conferences,and research. The Center received strong support from Senator Jane Ranum andher colleagues in the Minnesota Legislature; unfortunately, withthe restructuring of the Minnesota Higher Education CoordinatingBoard (HECB), legislative funding for the Center ended. With carefulbudgeting and with some additional funding from HECB, the Centeris able to continue its work through December 1995. The ExecutiveCommittee met in June to create a strategy and will meet againin October to make some decisions about future work based on thefinancial viability of the Center. We are currently seeking fundingfrom a variety of sources including foundations and the federalgovernment. We are also working with other groups with similarinterests who would like to create partnerships, particularlyin the areas of the electronic clearinghouse and professionaltraining. In the meantime, our work has continued full force. Our energyand enthusiasm have not waned in the least. The task forces havemet and are finishing their recommendations, use of the clearinghouseis growing daily, a major conference will be held in October,and work is in progress to secure the Center's future. The Centerhas received support from both professionals and educational institutionswho believe that this work is vital in addressing violence preventionand intervention. We are looking forward to a Center with a longfuture.
