DEWITT J. HENRY
During Dewey's tenure, Wayne County's economy has undergone a complete transformation. Once known as the poster child of the Rust Belt, Wayne County was faced with unemployment rates exceeding 15 percent as well as tremendous blight and disinvestment. Today, Wayne County has completely reinvented itself, and its economy is booming. In 1998, the County was second in the nation in new industrial and commercial development , attracting more than $3.7 billion worth of investment. By August 1999, the County had set a record for its lowest unemployment rate ever - 3.2 percent. Among the nation's 15 largest counties, only Orange County and Maricopa County had lower unemployment rates. The Department has also been very entrepreneurial, having successfully marketed 2,000 acres of surplus County-owned property. These property sales have created high quality mixed-use development and have added millions to the tax base. The revenue from property sales has enabled the County to create the 21st Century Fund to support economic development in distressed areas. The Fund is helping the Detroit-Wayne County Stadium Authority develop new side-by-side stadiums for the Detroit Tigers and the Detroit Lions. The Department's latest initiative is The Pinnacle Aeropark of Wayne County, an 1,800-acre, mixed-use development adjacent to Wayne County's Detroit Metro Airport. The Pinnacle will revolutionize Airport-area development and serve as an image-booster for Detroit and Wayne County. It will also help Metro Airport contribute more benefits to the neighboring communities that have been impacted by noise and traffic.

Betty Van Dam, CSTE Manager
Betty Van Dam leads all projects of the Center to Support Technology in Education at Merit Network, Inc. Betty was part of Project Connect, a pilot project which connected the first K-12 schools in Michigan to the Internet. She has since led a number of successful statewide grant and teacher training projects. Prior to joining Merit, Betty was a teacher-consultant for the Ypsilanti Public Schools. Marcia A. Mardis
, MILS, is the Project Director for Michigan Teacher Network. Marcia's primary roles are to liaise with organizations interested in working with MTN as well as to keep a keen eye on MTN's future paths. As a librarian and a former K-12 media specialist, Marcia also engages with MTN staff on a number of collections and technical issues. Through her work as co-PI on the National Science Foundation's TeacherLIB projects, Marcia ensures that MTN's K-12 community will be strongly reflected in the upcoming National SMETE Digital Library. Organizations Supporting Staff Development:
Many of the United States provide some form of intermediate service centers to support educators who are working on state reform initiatives. In Illinois these are called Regional Offices of Education. In Michigan these are called Intermediate School Districts. In that case, ISDs have boundaries that overlap regular school districts and have their own taxing authority. In New York and Colorado these agencies are called BOCES which stands for Board of Cooperative Educational Services. Texas has 20 Education Service Center Regions. If you don't know how to access assistance from these agencies, click here to link to the Council of Chief State School Officers (CCSSO) which can connect you to the state board of education in your state. You should be able to find out there if such agencies are in your state. The only USA exception is Hawaii which has one school district for the entire state and so, the state provides the assistance directly.
In some countries, like Canada, the assistance for school improvement comes from provincial "ministries" of education. In other countries, like Singapore and Great Britain, the Ministry of Education is for the whole nation.

  • Rabbi Mark L. Shook has been Senior Rabbi since 1987. A graduate of the University of Michigan (BA - Anthropology/Near Eastern Studies), he was ordained from the Hebrew Union College-Jewish Institute of Religion (HUC-JIR) in 1972. As Assistant and later Associate Rabbi of Congregation Temple Israel from 1972 until 1980, he was instrumental in organizing our beautiful Edison Retreat Center, located in Troy, Missouri. Rabbi Shook was awarded the Doctor of Divinity degree from HUC-JIR. He serves on the Board of Interfaith Partnership of Metropolitan St. Louis, is co-chair of Faith Beyond Walls, an interfaith program of community service, and is chairman of the Board of Ranken-Jordan, a children's convalescent hospital. He also serves as a Police Chaplain for the City of Creve Coeur and for St. Louis County, and as Adjunct Professor of Philosophy at St. Louis University, under an endowed lectureship of the Jewish Chautauqua Society.
