State Initiatives for Foreign Language Instruction
Vickie Lewelling and Jeanne Rennie
Forty states had some kind of second language mandate (for example, requiring schools to offer at least two years of a foreign language to all students). Some of these states required second language study only for advanced or honors diplomas or for college-bound students. Despite 40 states having a second language mandate, foreign language supervisors in only 27 states described foreign languages as being part of their state's core curriculathat is, having equal status with the other major disciplines. Only nine statesArizona, Arkansas, Florida, Louisiana, Montana, New York, North Carolina, Oklahoma, and Oregonincluded second language study in their core curricula at the elementary school level. Of the 49 states (all but Pennsylvania) that had developed or were developing academic content standards, 40 included content standards or competencies for foreign languages. Of the 39 states that had developed or were developing academic performance standards, 19 included foreign languages in their standards.

Academic Freedom in Elementary and Secondary Schools Some of the most contentious battles over intellectual freedom are fought in elementary and high schools, where the protections of academic freedom are often much weaker. James Daly, Patricia Schall, and Rosemary Skeele (2001) write in Protecting the Right to Teach and Learn: Power, Politics, and Public Schools (Teachers College Press): “Preserving academic freedom is our common cause. Everyone has the right to learn in an environment that is open to multiple possibilities and perspectives. No individual, group, or political body should be able to restrict these rights.”(p. 1) Even the opponents of academic freedom endorse its name, as when a Louisiana law claiming to “protect academic freedom” tried to compel public school teachers to teach “creation science.”(Edwards v. Aguillard, 1987) A similar approach to “academic freedom” is used in this essay: “Teaching Darwinism and Creationism: Academic Freedom’s Foes Squelch Darwinism’s Critics” b y Catherina Hurlburt: http://www.cwfa.org/library/education/2001-08-23_evolution.shtml
