BRIDGING THE GAP BETWEEN LITERACY AND TECHNOLOGY: HYPERMEDIA AS A LEARNING TOOL FOR LIMITED ENGLISH PROFICIENT STUDENTS
Andrea B. Bermudez, David Palumbo Emerging technologies and their inherent need to constantly update information have created a new type of literacy which has widened the gap between the "haves" (i.e. mainstream students) and the "have nots" (i.e., the various minority students, particularly language minorities). Ethnic minorities and women, for instance, have been historically underrepresented in science, mathematics, and technology careers (Task Force on Women, Minorities, and the Handicapped in Science Technology, 1988). In addition, access to technology has been substantially unequal for these groups (Tichenor, Donohue, & Olien, 1970; Paisley, 1985). Concurrently, labor market projections indicate a strong demand for literacy, science, mathematics, and technology to satisfy the needs of the information-intensive society of the 90s. Because fewer students are pursuing careers in mathematics, science, and technology, a labor supply and demand crisis is projected. This scenario is particularly critical for minority students and women who by third grade are already exiting the scientific pipeline to nonacademic curricular tracks that keep them unexposed to the skills needed to succeed in the labor market (Oakes, 1990). These facts, coupled with the rapidly changing demographics and the uneven distribution of educational resources, call for fundamental changes in the infrastructure of the schools. The 1990 U.S. Census reported a dramatic increase in minority populations during the last decade. Hispanics, for example, increased by 53%, Asians by 108%, and African Americans by 13.2%, while the Anglo population increased moderately (4.4%). By the year 2000, it is predicted that the Hispanic school population will increase to 35% (Oxford Carpenter, et al., 1984). Demographic trends indicate the Anglo youth population will decline after the year 2000, while its nonwhite counterpart will increase 8% from 1990 to 2010 (Hodgkinson, 1991). In the nation's fifteen largest school districts minority enrollment already comprises 70 to 96% of the total school population (Hodgkinson, 1986).

The National Forum on Information Literacyan Overview
The National Forum on Information Literacy was created in 1990 as a response to the recommendations of the American Library Association's Presidential Committee on Information Literacy. These leaders believe that no other change in American society has offered greater challenges than the emergence of the Information Age. Information is expanding at an unprecedented rate, and enormously rapid strides are being made in technology for storing, organizing, and accessing the ever-growing tidal wave of information. The combined effect of these factors is an increasingly fragmented information base, a large component of which are available only to people with money and/or acceptable institutional affiliations. In the recent past, the outcome of these challenges has been characterized as the "digital divide." The Forum pursues activities in four primary areas. Through its member organizations, the Forum examines the role of information in our lives and integrates information literacy into their programs. It also supports, initiates, and monitors information literacy projects both in the United States and abroad. NFIL actively encourages the creation and adoption of information literacy guidelines by such regulatory bodies as State Departments of Education, Commissions on Higher Education, and Academic Governing Boards. And finally, it works with teacher education programs to insure that new teachers are able to incorporate information literacy into their teaching.

Because of this variation in the home environment, many children need high-quality preschool and school environments and excellent primary instruction to be sure of reading success. This Digest discusses the research on preschool literacy environments and their contributions to reading skills development. This research has important implications for those who are making instructional, programmatic, or policy decisions that may affect children's preschool literacy environments.

STUDIES OF LANGUAGE ENVIRONMENTS IN PRESCHOOLS
Finally, Neuman (1996) studied the literacy environment in child care programs. Day care providers were targeted because of their role in providing care for infants, toddlers, and preschoolers; in many situations, the language and literacy needs of these children are not the caretakers' primary concern. Traditional caretaking tasks, such as keeping children safe, fed, and clean, are often the main focus. Yet many of these children are in special need of early language stimulation and literacy learning.
