Child Maltreatment and Policy Issues Chairman Nancy Johnson (R-CT) and Ranking Minority Member Benjamin Cardin (D-MD) of the Subcommittee on Human Resources of the U.S. House Committee on Ways and Means and the Joint Center for Poverty Research cosponsored a research briefing in the Washington, D.C., September 14, 2000, that examined the state of child welfare and child protective services. Three experts in the field presented current research. University of North Carolina School of Medicine Professor Dr. Desmond Runyan reported on the dire shortage of trained medical professionals to deal with victims of abuse or neglect. Columbia University professor Jane Waldfogel discussed links between poverty and child abuse, and University of Chicago Professor Mark Courtney outlined several funding issues that policymakers are likely to face in the near future. Background The country's child welfare system was severely challenged under burgeoning caseloads of the 1980s and 1990s. Recent declines in both reports and substantiated cases of abuse and neglect have come as a welcome relief. Nevertheless, in 1998, the most recent available data, just under one million children were abused or neglected in the United States.

Other Municipal Provisions in the 2001-2003 State Budget

The summary of the 2001-2003 State Budget, known as Act 16, which was published in the October 2001 issue of the Municipality , neglected to mention two important budget items of interest to municipalities. The first item relates to allowing municipalities to enter into shared service agreements with public library boards to obtain access to high speed data lines provided to public libraries under the state's educational telecommunications access program. The second requires the Municipal Boundary Review Program within the Department of Administration (DOA) to charge fees for the review of municipal annexations and incorporations. These two changes are summarized in more detail below. 1. Telecommunications Access Shared Service Agreements The state budget created sec. 44.73(2r), Stats., authorizing a public library board that is provided access to a data line under the state's educational telecommunications access program to enter into a shared service agreement with a municipality. Under the state's educational telecommunications access program, eligible educational agencies, such as public library boards, receive subsidized access to T-1 data lines and video links. Under the budget, municipalities can enter into agreements with their library boards to obtain access to any excess bandwidth on the T-1 line made available to the public library through the educational telecommunications access program. The provision provides municipalities with the opportunity to obtain high-speed Internet access at no expense other than the initial cost of connecting to the T-1 line.

Provincial stats International comparisons It is instructive and useful to compare cancer incidence rates between populations. Such comparisons reveal similarities or differences that may provide the first step in developing hypotheses about the causation of particular cancers, through the discovery of associations between the incidence of the cancer and the prevalence of the putative causative factor. Examples of important hypotheses that emerged from comparison of population incidence data include dietary fat as a risk factor for colorectal cancer and hepatitis B infection as a risk factor for primary liver cancer. The data presented in this section are extracted from Volume 7 (1997) of Cancer Incidence in Five Continents , published by the International Agency for Research on Cancer (IARC). The age-standardized incidence rates (ASIRs) presented here, including those from Canada, are from the period 1988 to 1992, and are adjusted to the World Standard Population. For these reasons, the ASIRs for Canada in this section differ considerably from those presented elsewhere in this publication (e.g. in Tables 4 ); the latter are adjusted to the 1991 Canadian population, and include estimates up to 1998.

This document is also available in pdf format This bulletin reports on the various research projects commissioned by the Scottish Executive which focus on the circumstances and needs of ethnic minority communities. It aims to promote the sharing of research based information in this field. It provides summaries of recent and forthcoming publications, ongoing research and new studies that are intended for commissioning over the coming year. The bulletin will be produced on an annual basis. The projects identified in the bulletin are funded by a range of Departments across the Executive. Although reflecting different policy sector requirements, the research studies are underpinned by several common drivers and goals. In particular, the Executive's Social Justice Strategy , the Equality Strategy and the Diversity Strategy provide overarching commitments towards social justice and equality. The

Program Memorandum OVAE/DAEL - FY 2001-8 Date: June 20, 2001 To: State Directors of Adult Education From: Robert D. Muller, Deputy Assistant Secretary Subject: Additional Fiscal Year 2001 State Allocations for Integrated English Literacy and Civics Education Services The Fiscal Year (FY) 2001 Consolidated Appropriations Act (Public Law 106-554) reserves $70 million in funds for FY 2001 Adult Education and Family Literacy Act (AEFLA) State grants for "integrated English literacy and civics education services to immigrants and other limited English proficient populations." The law directs the Secretary of Education to allocate 65 percent of the funds "based on a State’s absolute need as determined by calculating each State’s share of a 10-year average of the Immigration and Naturalization Service data for immigrants admitted for legal permanent residence for the 10 most recent years." The remaining 35 percent must be allocated to States "that experienced growth as measured by the average of the 3 most recent years for which Immigration and Naturalization Service data for immigrants admitted for legal permanent residence are available." The law further specifies that "no State shall be allocated an amount less than $60,000."

McNeil Subject: Application of the Family Educational Rights and Privacy Act to Performance Reporting under the Perkins Vocational and Technical Education Act of 1998 The purpose of this memorandum, which was developed in consultation with the Department's Family Policy Compliance Office, is to address concerns raised by some States that the Family Educational Rights and Privacy Act (FERPA) prohibits eligible agencies and eligible recipients under the Carl D. Perkins Vocational and Technical Education Act of 1998 (Public Law 105-332)(Perkins III) from complying with the performance accountability requirements of section 113 of Perkins III. Section 5 of Perkins III states that "[n]othing in this Act shall be construed to supersede the privacy protections afforded students and parents under" FERPA. FERPA and the accountability requirements established by Perkins III are not in conflict. FERPA does not pose an obstacle to the ability of eligible agencies and eligible recipients to comply with the requirements of section 113 or other reporting requirements established under Perkins III.
