Patent and Invention Policy
(1974 to December 31, 1998)
I. Preamble
Patentable discoveries or inventions occasionally result from research or educational activities performed at a university. Northwestern University desires to assure that all ideas and discoveries are properly disclosed and utilized for the greatest possible public benefit. The University also desires to protect the patent rights of the Northwestern University faculty, staff and student body, and to abide by patent regulations of agencies providing funds for sponsored programs. The following paragraphs present to the members of the Northwestern Community the University's policy on patents, inventions and discoveries.
II. Coverage
The Northwestern University Patent Policy applies to all faculty, administrators, staff, students or other individuals who receive financial support from the University or who use University facilities or materials in the process of conceiving an idea, invention or discovery. All faculty and research staff are required, as a condition of their employment, to sign a patent agreement assigning to the University their right to patents, inventions and discoveries covered under the above paragraph. Students engaged in research supported by federal or state funds, and students receiving payment by the University while engaged in research are also required to sign such a patent agreement.

Legal self-help: cheap counsel for simple cases
By Matthew Benjamin
CDs, books proffer self-help legal advice To say Carla Ruff felt intimidated is an understatement. Two years ago Ruff, a single mother, was dragged into court by a former tenant, who happened to be a litigation attorney. He wanted Ruff to return the $1,500 security deposit he paid when renting the ground floor of her San Francisco Victorian; she claimed he owed her the money for bills and damage he caused. He took her to court. Presenting her case before an impatient judge, Ruff says she was nervous, got bogged down in the details, and consequently lost. But she decided to fight back. Armed with do-it-yourself legal books on property rights and court procedure, the 52-year-old publishing consultant boiled down her presentation to a few salient points and won on appeal. She got to keep most of the disputed amount. "I felt powerless, and the books put me in command of the situation," says Ruff. That sense of empowerment is shared by the millions who have turned to self-help legal manuals and online services that aim to put neophytes on an equal footing with those brandishing law degrees and, in the process, save them money. Publishers of self-help legal books and software are reporting brisk sales. More than 132,000 will-writing software kits alone were sold last year. "It's a little like people getting their hands on the Bible in the Middle Ages for the first time from the Catholic priest," says Jake Warner, co-founder of Nolo Press, a major publisher of do-it-yourself legal fare.

About Prometheus
Intern With Prometheus
Prometheus Radio Project has played a key role in the struggle to get licenses for community radio stations. Prometheus practices a mixture of research, advocacy, activism and direct services to organizations that want to start radio stations on the newly won rules for neighborhood radio. We offer internships to students who would like to help in our work, and who want the opportunity to develop their skills in radio and media activism. Interns will have the opportunity to work on the many aspects of our project, ranging from closely supervised work to independent projects. Below are a few of the possible directions that their work could go, and skills that interns can have the opportunity to develop: Research projects:
  • Equipment for low power stations - cost and quality comparisons Investigating
  • studio-transmitter links
  • Part 15 (flea power) AM stations
  • Internet radio trends
  • Digital Radio deployment
  • Historical investigations in radio and legal matters
  • Radio frequency allocation
  • Other media democracy issues may be taken up by Prometheus, such as broadband rollout.

Statement of Purpose The government and the public these days are intensely interested in the actions of American business. This means that companies and related organizations live or die with the quality of their communications. Yet most executives are far more expert at providing products and services than at writing or editing speeches, articles, or statements. They need professional help, often of a type not readily available within their own organizations. I offer this help, combining editorial experience with substantive expertise in areas of current controversy. The goal is to help executives and their public relations advisors figure out exactly what they want and need to say, and then say it in the most effective way. JAMES V. DeLONG

Writing References for Students
Background
This guidance concerns references written on behalf of students by members of staff, acting in their capacity as employees of the University. It does not cover references for fellow members of staff (where other considerations apply), or references written in a private capacity (although the legal situation may be similar). It has always been clear that we owe a general duty of care in preparing references for students. However, recent court rulings now make clear that this duty has a specific legal dimension, and that a referee may be liable in damages to the subject of a reference if loss is caused to that person through negligence. Such liability may come about through carelessness on matters of fact or opinion. The following guidance outlines good practice. If followed, it should also protect you and the University from legal action.
Main points of guidance to bear in mind when writing references for students.
See Footnote (2)

The pace is fast. Accuracy and attention to detail are absolute requirements. Interns can expect to begin with the basics and gradually add more specialized projects as they gain experience. Qualifications Needed: We are seeking students who are committed to the preservation of our environment and our national economic strength. Applicants must be highly motivated, willing to contribute where needed and able to handle the inherent pressure that comes with working within the Executive Office of the President.

You've heard the saying that the lawyer who defends himself has a fool for a client. Then, if you try to act as your own lawyer, does that make you a fool twice over? Perhaps it does. But nevertheless, if you're interested in self-lawyering, start at Nolo.com (http://www.nolo.com) . You'll get much the same information that a lawyer would provide, and it will be a lot cheaper. Nolo.com is the Web site for Nolo Press, the leading publisher of law books for non-lawyers. Nolo publishes plain, everyday-language expositions of law and the legal system. It concentrates on the types of law that average people are most likely to encounter: real estate, domestic, small business, estates, and taxes. If you'd like a firsthand look at Nolo books, simply go to your nearest public library. Even the smallest local branch is likely to have several Nolo titles, which attests to their quality. However, the books may be checked out, which attests to their popularity.

This section is for people in the early stages of dementia and their family and friends . It looks at how people with dementia can make their own decisions about who will look after their financial and welfare affairs in the future, if they can no longer manage. It also looks at ways to make handling finances simpler. The sections after this one are concerned with people who have moderate to severe dementia, and are for carers or relatives who are helping with financial or welfare matters.
    Plan ahead
Making plans as early as possible is very important. If you have dementia, you have the same right as anyone else to make your own choices. Making some decisions now can also help avoid trouble and expense for your friends and family later. Dementia is progressive, and later on in the illness you may no longer be able to make these arrangements. Put your financial and legal affairs in order as soon as possible. The numbers have continued to rise, as automobiles choke the roads and highways, and millions of people, living in the land of suburban sprawl, use the automobile as their lifelineconnecting them to work, shopping, and the outside world in general. Thus, a person who parks overtime and gets a "ticket" will get an order to appear in court and face the music.
