Comparative Jury Systems FUTURE Jury in American Society Jury Reform Future of the American Jury The jury trial was a significant expression of "the consent of the governed" in American history. Among the reasons given by the signers of the Declaration of Independence to "dissolve the Political Bonds" which connected them to Great Britain was the deprivation "of the Benefits of Trial by Jury." Trial by jury in criminal cases was incorporated into the Constitution itself, and the grand jury, the criminal petit jury, and the civil petit jury all were enumerated in the Bill of Rights. This section of "The American Jury" provides resources and classroom strategies for exploring how the jury system worked and was understood in Pre-Revolutionary America and in the early history of the United States. It also includes an activity and resources that focus on how significant early Americans considered both civil and criminal trial procedures.

Introduction
The age of the Renaissance and Reformation was also the age in which many people throughout Europe, Catholic and Protestant, became convinced that society was threatened by conspiracies of witches. Thousands of people, mostly lower-class women, were executed. The course delves into intellectual, cultural and social history to explain how this happened, and why. The two central sections of the course are 'Why believe in witches?' and 'Why hunt witches?'. Witch-belief was an essential precondition of witch-hunting and has to be explained; yet witch- hunting CONTENTS

David R. Owen and Michael C. Tolley, Courts of Admiralty in Colonial America: The Maryland Experience, 1634-1776, Durham: Carolina Academic Press, 1995. Pp. xxxiii + 421. $45.00 (ISBN 0-89089-856-1). In addition, there is a clear explanation of procedures followed in the vice admiralty courts (181 and following) and in the appeal routes available (190 and following). This is especially important because of the confusion and ambiguities often at work in determining the authority to establish the vice admiralty courts, their jurisdiction, and the appeal mechanisms available from them. The reader might also note the explanation of the significance of the administrative responsibilities, especially that belonging to the governor and the council, in matters concerning the development of trade and commerce in province. The genealogy of the courts and the demonstrations of their legitimacy, if any, are both important and tedious. The factual recounting will be useful for reference; no analysis is provided for pages on end so the reader may stop reading with attention until he finds some interesting material. But when the authors synthesize secondary writings on the courts, the customs service, and British agencies, interest in what they have to report returns and the value of their labors is apparent again.

Martha Hodes, White Women, Black Men: Illicit Sex in the Nineteenth-Century South, New Haven: Yale University Press, 1997. Pp. 363. $32.50, cloth; $16.95, paper (ISBN 0-300-06970-7; 0-300-07750-5). as legal sources and does not explore the intersections of race, sexuality, and culture with law. Legal historians will find much that is relevant and interesting about this study, but may wish that she had paid more attention to the legal aspects of her sources and the implications of her findings for legal history. The book is organized into two sections, the first on the antebellum South and the second on the post-Civil War South. Within the first section, each of four chapters ("Marriage," "Bastardy," "Adultery," "Color") revolves around the story of one relationship told in detail, supplemented with evidence from other, similar stories. Hodes makes no claims about change over time in the antebellum period, in part because her sources are too spotty before 1830, but rather suggests that both the colonial and antebellum periods, through at least 1850, were marked by "toleration" of sex between white women and black men. She carefully and helpfully distinguishes toleration

    Historical Overview Of the twenty judicial circuits in Florida today, the Eighteenth Judicial Circuit (Brevard and Seminole Counties) is the eighth largest in population. The Eighteenth Circuit was created in 1967 by action of the Florida Legislature. Brevard and Seminole Counties were previously part of the Ninth Judicial Circuit. Florida constitutional provisions require that for multi-county circuits to exist, the counties must be contiguous; however, the common boundary shared by the two counties which comprise the Eighteenth Circuit is barely a point on the map. Brevard County , seventy-two-plus miles long, fronts the Atlantic Ocean for its full length. Business and industry in Brevard County make up a significant part of the economy, along with agriculture. The many communities along the coast also provide a good basis for a vibrant tourism business. Seminole County , at the time of the creation of the Eighteenth Circuit, had less than half the population of Brevard. Agriculture was the primary business. Today, the population of Seminole County is gaining on that of Brevard. Business and industry in Seminole County is booming. The growth potential from proximity to Disney World and the other tourist attractions is being realized. At the time the circuit was created in 1967, Governor Claude Kirk, a republican, appointed a Seminole County attorney, republican Dominick J. Salfi, as the first State Attorney for the Eighteenth Judicial Circuit. Mr. Salfi served until defeated in the first election in 1968 by republican Abbott Herring.
