CSC Offers 25 Recommendations for Improving IT Security
Preparation and collaboration between the public and private sectors are two of the most important issues for improving information and physical security for government agencies and corporations, according to a list of 25 security-related recommendations released by CSC at the Networked Economy Summit, which was held June 9-11 in Reston, Va. According to the CSC recommendations, preparation encompasses a wide range of topics including maintaining network firewalls; knowing which law enforcement agencies to contact in the event information systems are compromised; training first responders; using "ethical hackers" to identify IT vulnerabilities; and employing biometrics to authenticate identity. CSC's collaboration-related recommendations call for companies to participate actively in public-private advisory boards and work with government agencies to overcome technological and organizational barriers to information sharing. This includes potential legislative changes designed to protect companies working to secure the national critical infrastructure.   • The Local Law Enforcement Block Grants Program provides formula-based funding to units of local government to help reduce crime and improve public safety. Each year, BJA contacts local governments that are eligible to apply for direct awards under the program. Award amounts are determined by each local government's crime rate, as reported to the Federal Bureau of Investigation's Uniform Crime Reporting System. Local governments that qualify for awards over $10,000 receive direct awards from BJA. Each state receives LLEBG funds that can be distributed to jurisdictions that are not eligible for direct awards. The funding can be used to hire or pay overtime to police officers, establish task forces to fight multijurisdictional crime, purchase basic law enforcement equipment, and a number of other purpose areas.

What is the Clipper Chip?
It is a cryptographic device purportedly intended to protect private communications while at the same time permitting government agents to obtain the "keys" upon presentation of what has been vaguely characterized as "legal authorization." The "keys" would be held by two government "escrow agents" and would enable the government to access the encrypted private communication. While Clipper would be used to encrypt voice transmissions, a similar device known as Capstone would be used to encrypt data.
Who developed the underlying technology?
The cryptographic algorithm, known as Skipjack, was developed by the National Security Agency (NSA), a super-secret military intelligence agency responsible for intercepting foreign government communications and breaking the codes that protect such transmissions. In 1987, Congress passed the Computer Security Act, a law intended to limit NSA's role in developing standards for the civilian communications system. In spite of that legislation, the agency has played a leading role in the Clipper initiative and other civilian security proposals. NSA has classified the Skipjack algorithm on national security grounds, thus precluding independent evaluation of the system's strength. CPSR has filed suit under the Freedom of Information Act seeking the disclosure of the secret algorithm and other information concerning the Clipper plan.

Information is gathered from a variety of sources and analyzed. HLS then disseminates it to law enforcement entities in a timely manner, enabling them to prepare for potential problems before they occur or to further investigations after the crimes are committed.
Intelligence
In its simplest form, intelligence is the ability to acquire and apply information, especially about an actual or potential enemy. The intelligence function of Homeland Security operates jointly with local, state and federal law enforcement agents, analysts and databases. It provides Utah law enforcement officers with timely, accurate and useful information. This information allows first responders and policy makers to better prepare for and deal with potential threats and risks.
Homeland Security Intelligence staff deseminate information in regular advisories and special alerts and bullitens. A 24-hour hotline exists for law enforcement agencies statewide.
