Law enforcement agencies are facing substantial challenges as they anticipate new twists on common consumer frauds. The increase in high-tech and global marketing scams is especially troublesome. Fraud on the Internet Cross-Border Fraud Fraud has gone international. While the NFIC reports that Quebec Province is now the third largest geographic source of fraud affecting American consumers, it also says consumers are reporting fraud originating in other parts of Canada, the Bahamas, and Nigeria. The FTC/NAAG Telemarketing Complaint System has also logged in consumer complaints about fraud promoters operating in Great Britain, Norway, and Canada who are pitching Americans. In August 1995, representatives of U.S. and Canadian law enforcement agreed to coordinate enforcement of their competition and deceptive marketing practices laws.

Telemarketing Recovery Scams S cam artists buy and sell "sucker lists" with the names of people who have lost money in fraudulent promotions. These so called "recovery room" operators may promise to recover the money you lost or the prize or merchandise you never receivedfor a fee that they want you to pay in advance. That's against the law. Under the Telemarketing Sales Rule, it is illegal for recovery room operators to request or receive payment until seven business days after they deliver the recovered money or other item to you. If a recovery operation asks you to pay up front, don't do business with them! How the Scams Work
Consumers who have lost money through prize promotions, merchandise sales, and charity drives often are placed on "sucker lists." These lists contain names, addresses, phone numbers, and other information, such as how much money the consumer has spent responding to telemarketing solicitations. "Sucker lists" are bought and sold by unscrupulous promoters who know that consumers who have been deceived once are vulnerable to additional scams. When recovery room scam operators contact consumers who have lost money to a previous telemarketing scam, they falsely promise that, for a fee or donation to a specified charity, they will recover the lost money, or the prize or product never received. The operators use a variety of misrepresentations to add credibility to their pitch. Some claim to represent companies or government agencies. Some say they are holding money for you. Others offer to file necessary complaint paperwork with government agencies on your behalf. Still others claim they can get you placed at the top of a list for victim reimbursement.

Bureau for International Narcotics and Law Enforcement Affairs
The Bureau for International Narcotics and Law Enforcement Affairs (INL) advises the President, Secretary of State, other bureaus in the Department of State, and other departments and agencies within the U.S. Government on the development of policies and programs to combat international narcotics and crime. The bureau is headed by Acting Assistant Secretary Paul Simons under the direction of the Under Secretary for Global Affairs. INL programs support two of the Department's strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. Counternarcotics and anticrime programs also complement the war on terrorism, both directly and indirectly, by promoting modernization of and supporting operations by foreign criminal justice systems and law enforcement agencies charged with the counter-terrorism mission. INL was highlighted as the Bureau of the Month in the December 1999 and May 1997 issues of State magazine. The government needs to improve pay and streamline the hiring process for law enforcement officers to attract and retain a talented workforce, top officials from three agencies said during a House hearing Wednesday. A bureaucratic hiring process and caps on overtime pay are hampering efforts to recruit and retain law enforcement officers and other employees, according to officials from the Immigration and Naturalization Service, Customs Service and U.S. Marshals Service. The additional anti-terrorism responsibilities the three agencies have acquired since Sept. 11 are resulting in thin staffing and resources, officials from the agencies said. Participants in the hearing discussed whether to hire new employees through the excepted service, which houses jobs excluded from competitive civil service procedures, and whether to offer bonuses to employees in non-law enforcement positions at the agencies for having foreign language skills. “There would be a better selection and a greater ability to hire and promote people who are performing well,” said INS Commissioner James W. Ziglar, referring to the use of the excepted service during a House Government Reform subcommittee hearing on recruitment and retention challenges within the federal law enforcement community.
