COVA Public Policy Information COVA is committed to building a strong and effective voice for crime victims with members of the Colorado Legislature, as well as with individuals who develop public policy. We have a Public Policy Committee that addresses issues that affect COVA members and the victims they serve. We need input from throughout the state to bring a broad perspective to our efforts. If you are interested in being on the committee, or would like to see a particular topic addressed, please contact the COVA office 303-861-1160, 800-261-2682, or e-mail us. 2002 LEGISLATIVE SUMMARY, Updated June 19, 2002 The Colorado General Assembly convenes from January to May each year. Legislators introduced 714 bills this year; approximately 400 have become law. COVA tracks all bills that involve criminal justice and/or victim rights and services. This year, COVA did not develop any bills to be introduced, but we did work collaboratively with law enforcement, District Attorneys, and domestic violence and sexual assault victim groups on bills of common interest. Between now and January, when the next legislative session begins, COVA will be working with our members to determine what changes are needed in Colorado laws affecting victims and victim services. We will work to develop thoughtful proposals to bring about any needed changes, and we will be alert to any efforts to hinder or reduce victim rights or services.

What the New Civil-Rights Law Can Mean to You
If you are ever the victim of a crime of violence motivated by gender bias, the civil-rights provision in the new Violence Against Women Act can help send these messages loud and clear... You are not alone. One of the most powerful forces keeping women subjugated is the fact that individual victims' experiences seem isolated, which keeps women from making common cause and encourages those who are violated because they are women to personally blame themselves. But as women begin to bring civil-rights actions under the Violence Against Women Act, their cumulative cases will expose the commonness and pervasiveness of these violations. Widespread use of the VAWA civil-rights remedy will also "de-sensationalize" extreme cases of discriminatory violence, showing that such violence occurs routinely and in a variety of forms. Your abuse was not random. A civil-rights remedy links violence against women with the historical context of that violence. VAWA defendants will no doubt try to portray their violence as random, personal, or quirky. But the civil-rights remedy will help women prove that the violence against them reflects broader patterns of discrimination and oppression. In this way, the civil-rights approach expresses the value of all women as well as the integrity of each individual victim. What happened to you is no joke.

Tort Law
Life extension raises several possible legal issues in the tort realm, namely pertaining to wrongful death actions, recovery for emotional distress, medical malpractice, and products liability.
Criminal Law
Under California and majority law, manslaughter is the lesser offense and the perpetrator is punished to a lesser degree than either of he murder charges. In California, the death penalty is applicable to murder charges and life imprisonment is a common punishment for manslaughter. Legal issues involving the prosecution and punishment of individuals who kill others create complexities when and if human life extension is successfully proven because an individual who is unlawfully killed may simply be brought back to life.
Contract Law
Constitutional Law
There are constitutional implications associated with life extension. Not only for the individual seeking life extension, but also for the whole of society as well. Constitutional principals found in the First Amendment afford individuals freedom of association and expression thus individuals wishing to belong to organizations that support and provide cryogenic freezing services is permitted. Likewise, the Fourteenth Amendment secures that each citizen is afforded certain privileges and immunities that cannot be trampled on by the state government such as the freedom to contract. From this legal statutory authority individuals are free to do as they wish (albeit with limitations for certain behavior).

Freedom's Ring sounds as if it would be a patriotically-themed site. But the freedom Cecil Hook is speaking of here is his view of freedom from some ideas about the believer and the church. He has written a series of articles for this electronic newsletter (you can subscribe for free). Who rules the congregation? Should women preach? How should the church be organized? Hook speaks his mindyou may not agree with everything he says, but you will have to think about the question! Basically written with Churches of Christ in mind, Hook's articles plus the other resources here are applicable to every believer. This site is a winner of the Best of the Christian Web - 1996 award.
