Migrations, Borders and Diasporas in the Americas Call for Paper Proposals The SSRC Regional Advisory Panel on Latin America and the Caribbean invites researchers from throughout the Hemisphere to submit proposals for papers to be presented at the June 26-28 2003 conference on Migrations, Borders and Diasporas in the Americas at FLACSO-Dominican Republic in Santo Domingo . This conference is part of a project on Translocal Flows: Migrations and Contested Urban Spaces in the Americas. The project seeks to facilitate dialogue and coordinate research among junior scholars working on issues of migration and urban spaces in the humanities and the social sciences in North America and Latin America, and in the fields of Latin American Studies and Chicano/Puerto Rican/Latino Studies in the United States. Graduate and post-graduate level researchers from anywhere in North, Central and South America and the Caribbean are eligible to apply. Paper proposals may focus on any area of the Americas and may be written in English, Spanish or Portuguese. Proposals should not exceed 500 words and we encourage applicants to submit their applications via e-mail. Applicants must include a cover sheet with their name, contact information, institutional affiliation, academic level and relevant publications. We ask that applicants visit our web page and use the electronic forms provided when submitting their applications. An interdisciplinary selection committee convened by the Regional Advisory Panel will choose between 15-20 proposals to be developed into papers for presentation at the June conference, which will be held at a yet to be determined location in Latin America. A grant from the Rockefeller Foundation will enable the SSRC to cover travel and maintenance costs at the conference for all paper authors.

The “Latin American Statement for Education for All” Rosa-María Torres
Since April 2000 and until the end of 2001, nearly three thousand people have signed the “Latin American Statement for Education for All”, a six-page document that was presented at, and prepared on the occasion of, the World Education Forum (Dakar, 26-28 April, 2000). Several elements make this an innovative, valuable and promising experience: The initiative : This is an endogenous initiative, born from Latin American concerns, perceptions and needs, drafted, organized and mobilized by Latin Americans although support from other regions has been stimulated and welcome. The Statement was drafted and initially circulated in Spanish, and later translated into Portuguese (for internal dissemination in Brazil) and into English (for wider international dissemination). The process has been conducted on a voluntary basis, without any financial support. All the following – intellectual ownership, professional and financial independence, use of our own communication languages – are important claims in a region that has started to reject the homogeneous education reform “recipe” and to show the need to recuperate our own rich educational tradition and our own capacities to think, decide and solve our own problems. The signers The content : Signers agree to sign a document that is both critical and propositional. It reflects a growing dissatisfaction in the region not only with the state of the art of education systems but of education reform and of international co-operation for this purpose. Despite perennial school reform efforts, accentuated over the 1990s in the framework of growing technical and financial presence from international agencies – and from the banks, in particular—the expected improved quality and equity in education are not tangible.

International Terrorism: The Western Hemisphere Connection
by Antonio Garrastazu and Jerry Haar Summary Key Trouble Spots In 2000, according to the U.S. State Department, Latin America experienced 193 terrorist attacks from a world total of 423. In early April 2001, the United States temporarily closed its embassies in Uruguay, Paraguay, and Ecuador after the Central Intelligence Agency (CIA) warned of a possible terrorist attack by the bin Laden network. However, it is the tri-border area (shared by Brazil, Paraguay, and Argentina), particularly Ciudad del Este in Paraguay, that has become a safe place for terrorists, with groups such as Hamas and Hezbollah operating in this virtually lawless border area. As early as 1995, Ambassador Philip Wilcox, former State Department Coordinator for Counter-Terrorism (1994-1997), testified before the International Relations Committee of the U.S. House of Representatives that Hezbollah activities in the tri-border area have involved narcotics, smuggling, and terrorism. He further asserted that Hezbollah also has cells in Colombia and Venezuela, engages in fund-raising and recruitment, and receives guidance and logistical support from Iranian intelligence officers assigned to Iranian embassies in the region. In 1998, Mohamed Abed Abdel Aal, a leader of the largest Egyptian terrorist group, Jamaa Islamiyya, was engaged in transactions with Colombian rebels, involving arms, drugs, and cash. He was apprehended by Colombian police, extradited to Ecuador, and then mysteriously "disappeared."

    The European Union and Latin America enjoy a long-standing tradition of exchange in higher education. For many years, students from every corner of Latin America had been coming to study at universities and institutes in Europe, while European students had been making the reverse trip across the Atlantic.
    This type of educational and cultural exchange is a crucial aspect of the whole EU-Latin America relations. Links between our education sectors help to strengthen our common cultural heritage and encourage the creation of long-term contacts between young people from both our regions.
    However, recently, the number of Latin American students and young professionals coming to Europe to take postgraduate degrees or pursue further training had been in decline.
    Why had the numbers fallen off?
    I see mainly two reasons. First, the popularity and hegemony of the North American culture and the dynamism of the US economy -combined with its geographical proximity to Latin America- have served to make studying in the United States a more appealing option than studying in Europe. Second, it is true to say that Europe could have done more to encourage young Latin Americans to come here to study - and critically, more to provide them with the means to finance their studies.

    A Case In Point: Majestic Misstep
    A Toronto telecommunications company targeted Southeast Asia as a promising new market for its services. The company successfully established a joint-venture partnership in Malaysia and had its sights set on Thailand's emerging market. A team of senior executives from the Toronto company travelled to Bangkok for a series of meetings with a potential joint-venture partner - a prominent, respected, and well connected local company. The first day of meetings proceeded well and the Thai hosts invited the Canadians to a reception and dinner. During the reception the senior Canadian executive made an offhand remark about the Thai Royal family. His Thai counterpart smiled politely and soon excused himself from the conversation. Over the evening, the Canadian sensed something in the manner of his Thai host changed but could not understand why. This sense persisted over the next day of meetings, where the Thais seemed more reserved and formal.
