Three successive U.S. administrations have pushed economic reforms in Latin America, ranging from reducing the size and role of government to giving business unfettered rein. But the region faces old problems: elusive prosperity, debt defaults, threats of more defaults and angry citizens. ''A reform strategy that promised to bring unprecedented prosperity has failed, in an almost unprecedented way,'' Joseph E. Stiglitz, winner of this year's Nobel prize in economics, said in a speech to the Economic Commission for Latin America and the Caribbean.

The paper may well reveal the Administration's real reason for wanting to deny Americans the right to travel freely to Cuba: it does not want Americans to see how distorted is their own government's presentation of Cuban reality. Travel The paper warns that "Americans [sic] travel abroad can have significant foreign policy and national security implications and can damage the national interest." It does not explain why travel is not restricted to countries that pose significant security risks, such as China or Iran. Instead, the paper argues that tourism "props up the Castro government," but "if U.S. tourists could stay where they liked, and had real contact with average Cubans, it might be different." Supposedly because a state travel agency books hotel reservations, "virtually every tourist booking is under government control, and most tourists are effectively confined to a few tourist ghettoes." President Bush, at a May 20 rally in Miami, said that trade with Cuba "would do nothing more than line the pockets of Fidel Castro and his cronies."

EU and US should bury the hatchet in banana row by Maria Livanos Cattaui Paris, 15 March 1999 The last thing the world needs in the aftermath of economic and financial crises in Asia, Russia and Latin America is for the two biggest trade blocks to persist in their banana squabble while the rest of us look on in dismay and disbelief. Pointing the finger of blame will not help and brinkmanship or posturing will only make matters worse. Until now the WTO dispute settlement process has worked remarkably well, imposing the rule of law instead of the law of the jungle in trade disputes, and it must not be endangered in any way. The European Union castigates the US for penalizing a bizarre collection of 14 European products, from cashmere sweaters to cheese, biscuit, candles and handbags. The Americans claim that they are justified because the EU has persistently defied WTO rulings that would oblige the Europeans to cease favouring banana exporters in the Caribbean and Africa over American companies operating in Latin America. Ironically, neither the EU nor the US exports bananas. The issue here is one of market access for poor economies in the Caribbean, Africa and Latin America who seek market access for a product that is vital to their economies.
